This site had been recommended for additional investigation (Ryan et al. 1994), and was thought to be associated with the Penny Plantation site (16EBR117). possess the potential to provide significant data relevant to the late eighteenth, nineteenth, and twentieth centuries, and is eligible for nomination to the National Register of Historic Places. Sites 16EBR118 and 16EBR105, however, have been disturbed severely by twentieth century activities, and do not appear to possess intact deposits that would contribute significantly to research; these sites are not eligible for nomination to the National Register. Locus SL-1, is not likely to provide significant research data, and is not National Register eligible, although the major portion of Site 16EBR149 remains potentially eligible.

The site was included in the investigations of the Davis Pond Freshwater Diversion Project. The actual site location is not shown on any maps in this report in order to avoid facilitating illegal northern bank of the Pump Canal, and east-west channel excavated during the second decade of the twentieth century to drain marshland west of Lake Cataouatche. Material from the canal was placed on top of the in situ archeological deposits at the site. The first documented activity at the site began in 1911 when a group of investors from Holland started the Winter Garden Experimental Farm. Maps and Photographs of the area once occupied by the farm show clearly the square layout of the village and fields that were drained but are now completely flooded by Lake Cataouatche. The farms was located on the west shore of Lake Netherlands in recognition of the newly arrived Dutch farmers promotional literature provided glowing descriptions of the area and of the farming experiment in an attempt to recruit farmers, investors, and businessmen. The demise of the farming experiment was hastened by flooding and hurricanes, culminating in a rather severe storm in 1914. The farm was not a successful venture. In less than three years, the Winter Garden Experimental Farm was defunct. A potential cause of the farm's demise may have been the difficulty of keeping the land dry. The pumps seemingly could not keep the lake waters from seeping into the farmland.

This project was undertaken by R. Christopher Goodwin & Associates, Inc., for the U.S. Army Corps of Engineers, New Orleans District, prior to planned enlargement of the levee. A total of approximately 60 ac were examined for cultural resources. Prior to fieldwork, preliminary historical research was undertaken to ascertain locations of historic structures within the project area. Fieldwork consisted of a bankline survey along the length of the project area, followed by excavation of 65 auger tests within one archeological site identified during the bankline survey, along with six additional high probability areas. During this testing, a total of five archeological sites were identified within the project area. These sites were delineated and tested through the excavation of 67 additional auger tests and ten 1 x 2 m (3.3 x 6.6 ft) excavation units. From upriver to downriver, these sites included the W.G. Coyle Company Coal Yard site (16EBR99), the previously recorded Site of Florida Street Wharf (16EBR58), the Burton Lumber Company site (16EBR98), the E. Christopher Goodwin & Associates, Inc., between Aug 11 and Sep 2, 2003, for the U.S. Army Corps of Engineers, New Orleans District. The proposed project area is located along the east-descending bank of the Mississippi River between River Mile 101.6 and 102.5 in Orleans Parish, LA. The terrestrial portion of the proposed Area of Potential Effect encompassed an area that measured approximately 1.56 ha (3.86 ac) of land, while the submerged portion of the study area encompassed 11.1 ha (27.44 ac) in size. This undertaking incorporated in-depth historical research of the proposed project area and its surroundings; a detailed review of previously collected underwater remote sensing data provided by the U.S. Army Corps of Engineers, New Orleans District; and a Phase I cultural resources survey and archeological inventory of the terrestrial portion of the proposed Area of Potential Effect. All fieldwork was performed in accordance with federal and state guidelines and regulations. During the current investigation, Site I 6ORl 90 (Shipwreck #2), the submerged remains of the Eads-designed gunboat Chickasaw, and Site l6ORl99 (Shipwreck# 11), the remains of the catamaran river ferry A.M. Halliday, were found to potentially possess qualities of significance by National Register criteria. Because current project plans call for the emplacement of stone around and immediately adjacent to these two vessels, the proposed undertaking will serve to stabilize the vessels in place, beneficial to long term preservation. No intact archaeological sites were found on the terrestrial portion of the project area and no additional testing is recommended in the area.

Book excerpt: A Level II Cultural Resource Survey was completed for the Texoma Distribution Enhancements project, located in Cameron and Calcasieu Parishes, Louisiana. The 13-mile pipeline extends from Strategic Petroleum Reserve No. 3 to a terminus near Vincent Landing. Located in Louisiana's southwest coastal zone, the pipeline will traverse extensive marsh lands as well as upland prairie terrace areas. Present land use within the project area consists primarily of undeveloped marsh land and cattle range. The study methods included background research, intensive pedestrian survey with systematic shovel testing, a boat survey, and laboratory analysis of recovered artifact collections. One historic site, 16CU205, was identified during the field survey, and it was tested for National Register eligibility. The site is assignable to the Industrialization and Modernization (1890-1940) Cultural Unit. Archaeological testing indicates that it is a rural residence or farmstead, with a house and one outbuilding within the proposed right-of-way. The site lacks significant historical association and sufficient archaeological integrity to merit inclusion on the National Register of Historic Places. Four standing structures were also identified during the field survey. The structures are agricultural outbuildings, less than 40 years in age, that possess no architectural distinction or historical association. They have been documented photographically and by scaled plan drawings, but do not merit additional study prior to their destruction. 24 refs., 15 figs., 3 tabs.

Bankline survey and subsurface testing documented the nature and extent of cultural resources along the nearly one-mile length of the project area, and determined the influence of recent erosion on previously delineated resources within the area. Only cultural remains in Artifact Scatter 1 retained contextual integrity. Intensive auger testing and controlled excavations then were conducted in the Artifact Scatter 1 locale. Intact cultural deposits were identified; however, this deposit was extremely limited in extent. It was determined that the research potential of the Artifact Scatter 1 area is exhausted, and that the site is not eligible for nomination to the National Register of Historic Places.
