Inflation is under control, capital and foreign investment are returning, and out growth has increased. Mexico's recovery, however, has been neither smooth nor rapid. In mid-1982, Mexico was in deep economic crisis compounded by an unfavorable international environment. Mexico was saddled with a large foreign debt, world interest rates were high, commercial banks had stopped lending, and the price for oil was dropping. Conditions at home were no better with rampant inflation, increasing capital flight, and chaos in financial and foreign exchange markets. To confront internal imbalances and accommodate adverse external conditions, Mexico adjusted its consumption and output, then sought new ways to foster growth. The crisis and adjustment imposed great hardship and demanded enormous discipline on the part of the government. This was accomplished without serious political or social disruption. In this book, Nora Lustig analyzes Mexico's economic evolution from the outset of the debt crisis in 1982 until the sweeping reforms began to bear fruit in the early 1990s. She explains the causes of the 1982 economic crisis and why it took Mexico "so long" to restore stability and growth. She also explores the question of the social costs of economic crisis and adjustment, and why the process may have been easier for Mexico than other debt-ridden countries. A discussion of the emerging role of the state in Mexico and the country's new outward-oriented development strategy is followed by an analysis of its search for greater economic integration with the United States and Canada. It also discusses the distribution of power and authority to governments of opposition parties within the context of a more open political space. Victoria Rodríguez uncovers a new paradox in the Mexican political system: retaining power by giving it away. She argues that since the de la Madrid presidency (1982–1988), the Mexican government has embarked upon a major effort of political and administrative decentralization as a means to increase its hold on power. That effort continued under Salinas, but paradoxically led to further centralization. However, since Zedillo assumed the presidency, it has become increasingly clear that the survival of the ruling party and, indeed, the viability of his own government require a genuine, de facto reduction of centralism.

In an effort to forge a clearer and more comprehensive understanding of the processes involved, the authors examine the complex relationships among the politics of a corporative State built on the remains of a revolutionary tradition, the current model of associated-dependent development, and the process of policy formation in formal and nonformal education. Analysis of specific cases enables the authors to present an overview of the factors involved in the designing, planing, and implementation of educational policies in Mexico, as well as assessing the effects of educational change on the poorest sectors of its society. Morales-Gomez and Torres begin by analyzing some of the political economy factors that historically have determined the current process of associate-dependent development in Mexico and how they have evolved and shaped the role of education in the country. They show how educational policies and practices are affected by the processes of sociopolitical change that underly the formation and evolution of the corporatist State. A critical review of the structure and functioning of the educational system in Mexico precedes three case studies of formal and nonformal education that illustrate the relationships among the predominant ideas shaping current development in the country, the process of policy formation in education, and the actual practice of formal and nonformal education. The first case study examines primary education as a manifestation of the contradictions in educational policy; the second focuses on some of the nonformal initiatives carried out by the government over the last two decades; and the third looks at adult workers' education.
