Abstract: Abstract of dissertation entitled "A Study of Freight Transport: Air Cargo in Hong Kong" submitted by SO Man Cheong For the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in August 2007 Hong Kong International Airport (HKIA) has excellent geographic, so air cargo industry become one of the important industries in Hong Kong's overall economy. In recently year, there is a remarkable growth of Hong Kong's air cargo industry's market. It has averaged 11.2% per annum growth since 1992 and exceeded 3.6 million tones in 2006. Hong Kong's new International airport at Chek Lap Kok was opened on 6th July 1998. It is marked a significant improvement in the quality and capacity of Hong Kong's aviation facilities, growth in passenger and cargo traffic. It has strengthened Hong Kong's position as an air cargo industry in the Asia Pacific Region or even in the world. Moreover, under the "One Country, Two System" arrangement, Hong Kong benefits from China's economic development and acts as a major gateway for the country's import and exports. More opportunities will be given to Hong Kong. The rapid growth of economic environment, development in the Pearl River Delta (PRD) such as Guangzhou and Shenzhen and the growing of Mainland China traffic have created a great threat to Hong Kong International Airport. This dissertation aims to provide a review of Hong Kong's air cargo industry, the competitive factor of Hong Kong International Airport as an air cargo industry in the Asia Pacific Region and competition, coordination and co-operation to the Pearl River Delta. It will also suggest strategies for strengthening Hong Kong's air cargo industry as the leading hub and express cargo hub in Asia. i DOI: 10.5353/th_b3963443 Subjects: Aeronautics, Commercial - China - Hong Kong - Freight

Abstract: Abstract of dissertation entitled "Rail-based Cross-border Passenger Traffic between Hong Kong and the Mainland" Submitted by Kung Wai Hung, Nebon For the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in August 2004 This dissertation is based on the notion that the railway has been, and will continue to be the most important mode of transport for cross-border passenger traffic between Hong Kong and the Mainland China. This basic notion is supported by the following observations: - a. Historically, the Kowloon Canton Railway (East Rail) has been the only means of transport providing direct connection between the two main cities, Hong Kong and Guangzhou, in the Pearl River Delta Region. Though the train service had ceased its operation in 1949, it was re-introduced in 1979 after China adopted the Open Door Policy. Since its re-introduction, there has been tremendous increase in the volume of the rail passengers. b. China's Open Door Policy in early 1980's has been a tremendous force in bringing about the economic integration of Hong Kong with the Mainland. This is the main impetus for cross-border travel for different business trips. A review of the different stages of the cross-border traffic growth has shown a strong relationship between the demographic, economic, political and social development in China, especially in the Pearl River Delta. c. The Mainland's policy in the development of the PRD has driven major infrastructure development in the region. The railway system has expanded greatly and the service standards enhanced. As a mass carrier, the railway has occupied the largest market share in the total cross-border transport market. d. The continuing development of the PRD and social-economic integration of Hong Kong and the Mainland will lead to further growth in the cross-border transport. Therefore, the railways will maintain its role in meeting the continuing growth is clear and imminent. In the cross-border transport market, there are many other developments. Recently, the government's policies on cross-border transport seem to be 'mixed'. On one hand, there are major investments in the road and rail-based infrastructures to provide the much needed services. On the other hand, the coordination of the different modes seems weak. This can be seen from the dissatisfactions of the travelling public on the services provided and the constant changes made, as well the complaints by the different stakeholders for the yellow bus, taxi, direct coach operators...etc. The paper reviews the increasing supply and competition of different transport modes (rail, road, water and air) to the cross-border passenger traffic with focus on the land-based crossing transport modes (rail and road). iiThe paper would address what should be the appropriate cross-border transport policy. The findings of the SWOT analysis conducted as part of the study have helped to position the railway in future markets. At the same time, a review and analysis of the government's policies on cross-border transport has highlight the key issues in plan and policy formulation that would affect the future development. Finally, a proposal has been suggested to plan and build an integrated railway network that can serve the entire PRD region. Such a strategy

Abstract: Abstract of thesis entitled A Study of Freight Transport in Hong Kong Submitted by Tsang Ki Keung for the degree of Master of Art Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 This paper gives a brief analysis and description of freight transport in Hong Kong. It states the improvement on transport policies and the competitiveness of freight transport in Hong Kong. Freight transport plays a very important role in Hong Kong. It not only promotes the development of transport and logistics industry but also the economic and trading development. It also states the difference between the four major freight transportation modes (air, sea, rail & land). In essence, each of them also contributes a lot to the integrated freight transport system. The main message here is that without the substantial improvement of freight transport competitiveness, the economy of Hong Kong cannot be further developed. The most effective and sustainable way of tackling freight transport problem is with combination of freight transport strategies; namely; meeting socioeconomic development needs (such as Freight Transport Management; co-ordination of the freight transport modes, timely provision of freight transport infrastructures); maintaining competitiveness of Hong Kong freight industry (such as efficiency, new technology, CEPA) and achieving sustainable freight transport system with environmental consideration As the obvious economic growth of neighboring city as Macao, there is genuine need for the improvement in the freight transport of Hong Kong in pursuit of further promotion of economic development. In fact, the existing freight transport related policies are effective. However, we are facing fierce competition from different countries. Thus, there is an urgent need for a better strategy / study to review and upgrade the quality of freight transport. Improvement of the competitiveness of freight transport is a must. However, without concern of the environment, the freight transport may not easily be further developed sustainably by the improvement solely. Thus, the freight transport in Hong Kong should be sustainable to achieve the global level.
