The economic crisis and the civil war in the 1970s and 1980s however profoundly changed the agricultural economy, and marketing of traditional cash crops was replaced by marketing of commercialized food crops. "Money is the true friend" deals with the emergence of de-regulated food markets for maize in Eastern Uganda. The focus is not marketing as such, but rather a new social and economic field for local traders demarcated by the involvement in three maize markets: the relief market, the Kenyan market and the domestic market. The central problem illuminated in the book is the relationship between the liberalization of food marketing and the development of a new social and cultural practice - a morality - for trading which is both shaped by and shapes the marketing opportunities for the participating traders.

Book excerpt: Programs that seek to increase women’s participation in marketing activities related to the principal household economic activity must involve men if they are to be successful. In this paper we analyze take-up of a project that sought to increase women’s involvement in sugarcane marketing and sales by encouraging the registration of a sugarcane block contract in the wife’s name. We find that men who are more educated and live in households with higher wealth and expenditures are more likely to agree to the registration. Households with more cane blocks and in which the wife is already more involved in cane activities are also more likely to participate. Overall, take-up is high at 70%, and remains high even in those groups that are less likely to take-up. Additionally, we find that blocks transferred to women are not of lower quality or value than those kept by men, though they are smaller and closer to the home. These results suggest that simple encouragement can be an effective tool to nudge men to include their wives in household commercial activities.

The effort to employ the notion of constraint as a conceptual tool in analyzing African politics reflects an attempt to move away from evaluative terms such as development and modernization or decay and breakdown. Development, which has an implicit suggestion of social progress and constitutional government, seems inappropriate for the study of the wide array of political phenomena found in African states. Terms such as breakdown and decay—with an equally broad suggestion of disruption, disunity, and instability—seem equally inappropriate. The vantage point of the authors in this volume is primarily political, but their understanding of African development encompasses the social and economic spheres as well. The constraints that impede achievement of African objectives are varied, and many, of course, are not political. Geographical factors, for example, are supremely relevant in accounting for the availability of natural resources. The principal justification for emphasizing political rather than other constraints is the extent to which political will and political action can stimulate development in spite of other obstacles. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Book excerpt: Robert Thorne Coryndon, born in South Africa in 1870, served twenty-eight years as the top-ranking administrator of African dependencies, a career unmatched by any other British colonial governor. “Governors were expected, through a combination of good sense and good character, to exercise rule over dependent peoples in an honest and impartial manner—an amalgam of liberal values and autocratic methods which lent a certain ambiguity to British imperial rule in Africa and elsewhere.” During his rule in Barotseland (1897–1907) under Cecil Rhodes’ British South Africa Company, Coryndon confronted the problems of establishing a colonial regime; in 1914–1915, during the last seven years of his Swaziland appointment, he served as Chairman of the land commission that delineated the boundaries of African reserves in Southern Rhodesia; as governor of Uganda during a time of rapid economic expansion (1917–1922), he set up legislative and executive councils; and as governor of Kenya (1922–1925) he formed local native councils as an experiment in indigenous administration. This first full-length study of Coryndon is neither a traditional gubernatorial biography of a favoured son of the imperial school nor an ideological history of colonial oppression. Instead Youé sets out to analyze Coryndon’s relationships with African rulers, white settlers, Indian traders, and metropolitan officials in order to assess the impact of his administrations on the territories he governed and to delineate the constraints on proconsular rule.
