Available in PDF, EPUB and Kindle. Book excerpt: Governments in developing countries have been increasingly involved in the support of agricultural (crop and livestock) insurance programs in recent years. In their attempts to design and implement agricultural insurance, they have sought technical and financial assistance from the international community and particularly from the World Bank. One of the recurrent requests from governments regards international experience with agricultural insurance, not only in developed countries, where in some cases agricultural insurance has been offered for more than a century, but also in middleand low-income countries. Governments are particularly interested in the technical, operational, financial, and institutional aspects of public support to agricultural insurance. 'Government Support to Agricultural Insurance' informs public and private decision makers involved in agricultural insurance about recent developments, with a particular focus on middle- and low-income countries. It presents an updated picture of the spectrum of institutional frameworks and experiences with agricultural insurance, ranging from countries in which the public sector provides no support to those in which governments heavily subsidize agricultural insurance. This analysis is based on a survey conducted by the World Bank s agricultural insurance team in 2008 in 65 developed and developing countries. Drawing on the survey results, the book identifies some key roles governments can play to support the development of sustainable, affordable, and cost-effective agricultural insurance programs.
Book Synopsis Agricultural Risk Transfer by : Roman Marco Hohl
Download or read book Agricultural Risk Transfer written by Roman Marco Hohl and published by John Wiley & Sons. This book was released on 2019-03-25 with total page 440 pages. Available in PDF, EPUB and Kindle. Book excerpt: Gain a holistic view of agricultural (re)insurance and capital market risk transfer Increasing agricultural production and food security remain key challenges for mankind. In order to meet global food demand, the Food and Agriculture Organisation estimates that production has to increase by 50% by 2050 and requires large investments. Agricultural insurance and financial instruments have been an integral part to advancing productivity and are becoming more important in increasingly globalized and specialized agricultural supply chains in the wake of potentially more frequent and severe natural disasters in today’s key producing markets. Underwriting, pricing and transferring agricultural risks is complex and requires a solid understanding of the production system, exposure, perils and the most suitable products, which vastly differ among developed and developing markets. In the last decade, new insurance schemes in emerging agricultural markets have greatly contributed to the large growth of the industry from a premium volume of US$10.1 billion (2006) to US$30.7 billion (2017). This growth is bound to continue as insurance penetration and exposure increase and new schemes are being developed. Agricultural (re)insurance has become a cornerstone of sovereign disaster risk financing frameworks. Agricultural Risk Transfer introduces the main concepts of agricultural (re)insurance and capital market risk transfer that are discussed through industry case studies. It also discusses best industry practices for all main insurance products for crop, livestock, aquaculture and forestry risks including risk assessment, underwriting, pricing, modelling and loss adjustment. Describes agricultural production risks and risk management approaches Covers risk transfer of production and financial risks through insurance and financial instruments Introduces modelling concepts for the main perils and key data sources that support risk transfer through indemnity- and index-based products Describes risk pricing and underwriting approaches for crop, livestock, aquaculture and forestry exposure in developed and developing agricultural systems Become familiar with risk transfer concepts to reinsurance and capital markets Get to know the current market landscape and main risk transfer products for individual producers, agribusinesses and governments through theory and comprehensive industry case studies Through Agricultural Risk Transfer, you’ll gain a holistic view of agricultural (re)insurance and capital market solutions which will support better underwriting, more structured product development and improved risk transfer.

Book excerpt: India is an agrarian country, where half of the working population is engaged in agriculture and allied activities, for their livelihood, contributing 15.30 per cent to the country’s GDP in 2015-16. Insurance is a tool, inverse of game theory where losses suffered by few are covered from funds accumulated through small contributions made by many who are exposed to similar risk. The question of introduction of crop insurance in India was taken up for examination soon after independence in 1947. A special study to work out modalities of crop insurance was commissioned in 1947-48. World scenarioA wide range of agricultural insurance schemes based on different approaches exist in the world. The USA is currently the only country where revenue and income insurance exists. Revenue insurance is very important in USA, the 73 per cent of the premiums collected are coming from these types of insurance. In Japan there is a whole-farm insurance which covers against all climatic hazards for all crops on the farm. The Canadian system is mainly led by public insurance agencies, from the provincial governments. Indian scenarioIn 1972-73, the Department of Life Insurance Corporation of India introduced a Crop Insurance Scheme on H-4 cotton. Later many crop insurance schemes were implemented in India. At present, Pradhan Mantri Fasal Bima Yojana (PMFBY) was introduced. PMFBY is a crop insurance scheme launched by Prime Minister Narendra Modi led NDA Government. The scheme has been launched to cater the financial needs of the farmers in the event of crops destroyed by heavy rain, other natural calamities, pests or diseases. The scheme was implemented with a budget of Rs. 17,600 crore. The Pradhan Mantri Fasal Bima Yojana is new scheme implemented on 1st April, 2016. The scheme is expected to replace the existing schemes like National Agricultural Insurance Scheme (NAIS) and Modified NAIS (MNAIS). The scheme was introduced with a slogan of ‘minimum premium’, ‘maximum insurance’ for farmers. Premium is only one point five per cent for rabi crops, two per cent for kharif crops and five per cent for commercial and horticultural crops.
Book Synopsis Crop insurance and crop productivity: Evidence from rice farmers in Eastern India by : Kumar, Anjani

This book was released on 2021-01-20 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper explores the spread of crop insurance in India and analyzes the factors affecting the demand for crop insurance. The study also assesses the impact of crop insurance on the rice yields of smallholder rice producers. Using data from a large farm-level survey from eastern India, the study tests for robustness of the findings after controlling for other covariates and endogeneity, using propensity score matching, coarsened exact matching, and endogenous switching regression models. Results indicate a positive and significant impact of crop insurance on rice yields.
Book Synopsis Operations Research in Development Sector by : Arabinda Tripathy
Download or read book Operations Research in Development Sector written by Arabinda Tripathy and published by Springer. This book was released on 2018-09-19 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the underlying theoretical principles of multi-objective linear programming problems with multi-choice parameters. It studies transportation problems on the same domain with extension to fuzzy stochastic criteria, and offers insights into sensitivity analysis through symmetric duality and complementarity using non-convex programming. These analytical presentations provide ample scope for researchers to contemplate real-world problems with an innovative vision. The formulation, analysis and solution procedures on inventory control models in the book use both deterministic and fuzzy parameters, and provide novel optimal inventory policies. The book discusses a wide range of optimal operational techniques for policy makers, government and private agencies in the fields of e-governance and agricultural crop insurance, which are crucial for developing countries. The recommendations address the gaps and remedies in various schemes that influence decision-making in the context of the economic development of such countries.

Book Synopsis The Farm Safety Net by : Jodie R. Haggard
Download or read book The Farm Safety Net written by Jodie R. Haggard and published by Nova Science Publishers. This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal crop insurance program is considered by many farmers and policy makers as the centerpiece of the farm safety net. The program makes available subsidised insurance policies for about 130 commodities ranging from apples to wheat. These "multiple peril" policies help producers manage financial risks associated with crop yield or revenue losses. Insurable causes of losses include adverse weather (e.g., drought and flood), insects or disease outbreaks, and failure of irrigation water supply. The enacted 2014 farm bill enhances the federal crop insurance program by expanding its scope, covering a greater share of farm losses, and making a variety of other modifications that broaden policy coverage. This book describes in detail changes made to the program as part of the 2014 farm bill. It also discusses the agricultural disaster assistance.

Book Synopsis When implementation goes wrong: Lessons from crop insurance in India by : Nirmal, Rajalakshmi
Download or read book When implementation goes wrong: Lessons from crop insurance in India written by Nirmal, Rajalakshmi and published by Intl Food Policy Res Inst. This book was released on 2021-04-06 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on experiments to bring about comprehensive crop insurance coverage over the last 50 years, the Indian government introduced a new crop insurance program, called Pradhan Mantri Fasal Bima Yojana (PMFBY), in April 2016. Coming after two successive years of drought, the scheme aimed at reducing the burden of smallholders who borrow at high rates of interest but remain at the mercy of the “weather god” to reap optimal returns. Although this new program filled many gaps in the previous crop insurance interventions, it still could not attract smallholder and marginal farmers to fully subscribe to it. It also faced its own set of challenges. It earned farmers’ wrath because of lack of transparency in crop loss assessments and delayed settlement of claims. The government of India had to make the program voluntary under pressure from farmers’ associations, although it was designed as mandatory for famers seeking institutional credit. This paper’s focus is identifying the reasons for failure of PMFBY in most of the states despite its improved features, and comparing these states with a state where it has been relatively successful. It does this through evidence collected from a field study in Marathwada—a drought-prone region in western India, with the nation’s highest rate of farmer suicides. It takes learnings from stakeholder interviews in Marathwada to design implementation strategies for PMFBY’s success and win back the confidence of farmers. The state of Karnataka, in contrast to Marathwada, is an outlier among states in India, with a record of successful implementation of the PMFBY program. This paper studies PMFBY program implementation in Karnataka through a positive deviance case study approach. Though Karnataka hasn’t yet seen full success in terms of penetration achieved in crop insurance, its model can help develop best practices for implementation of PMFBY. The paper argues that getting buy-in from all stakeholders, adopting remote sensing technologies, strengthening infrastructure and institutional capacity, conducting outcome evaluation, and putting in place a monitoring system could be effective mechanisms to mainstream the program among smallholder farmers.

Book Synopsis Agricultural Productivity and Producer Behavior by : Wolfram Schlenker
Download or read book Agricultural Productivity and Producer Behavior written by Wolfram Schlenker and published by University of Chicago Press. This book was released on 2019-11-13 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agricultural yields have increased steadily in the last half century, particularly since the Green Revolution. At the same time, inflation-adjusted agricultural commodity prices have been trending downward as increases in supply outpace the growth of demand. Recent severe weather events, biofuel mandates, and a switch toward a more meat-heavy diet in emerging economies have nevertheless boosted commodity prices. Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. Among the topics studied are genetically modified crops; changing climatic factors; farm production responses to government regulations including crop insurance, transport subsidies, and electricity subsidies for groundwater extraction; and the role of specific farm practices such as crop diversification, disease management, and water-saving methods. This research provides new evidence that technological as well as policy choices influence agricultural productivity.

Book Synopsis ICT in Agriculture (Updated Edition) by : World Bank
Download or read book ICT in Agriculture (Updated Edition) written by World Bank and published by World Bank Publications. This book was released on 2017-06-27 with total page 658 pages. Available in PDF, EPUB and Kindle. Book excerpt: Information and communication technology (ICT) has always mattered in agriculture. Ever since people have grown crops, raised livestock, and caught fish, they have sought information from one another. Today, ICT represents a tremendous opportunity for rural populations to improve productivity, to enhance food and nutrition security, to access markets, and to find employment opportunities in a revitalized sector. ICT has unleashed incredible potential to improve agriculture, and it has found a foothold even in poor smallholder farms. ICT in Agriculture, Updated Edition is the revised version of the popular ICT in Agriculture e-Sourcebook, first launched in 2011 and designed to support practitioners, decision makers, and development partners who work at the intersection of ICT and agriculture. Our hope is that this updated Sourcebook will be a practical guide to understanding current trends, implementing appropriate interventions, and evaluating the impact of ICT interventions in agricultural programs.
