Or, soulignent-ils, la France est mal placée dans cette compétition, non pas tant en raison du poids des prélèvements que de leur structure, caractérisée par l’étroitesse des assiettes due à la présence de nombreuses niches, et le niveau élevé des taux d’imposition. Les bases les plus mobiles et donc les plus sujettes à la concurrence sont particulièrement concernées. Les auteurs rejettent la politique des petits pas, faite d’ajustements à la marge, qui a pour résultat de complexifier encore un peu plus la fiscalité au fil des ans sans jamais répondre au problème. Une réforme fiscale de grande ampleur est préférable. Elle devrait viser à l’efficacité, en tenant compte des impératifs de la concurrence, à l’équité, dans un souci de justice sociale, et à la simplicité, dans un objectif de transparence. Le rapport présente, clés en main, une réforme de cette nature. Notre système fiscal en sort sensiblement transformé : élargissement de la base par la suppression de la plupart des niches, baisse des taux de l’IR et de l’IS et réduction du nombre de tranches de l’IR, hausse de la CSG et suppression de l’impôt sur la fortune. Plusieurs variantes sont simulées, suivant que l’on raisonne à taux de prélèvement constant ou non, et sont évaluées quant à leur impact sur les ménages. Le rapport est accompagné de commentaires critiques de Jean-Philippe Cotis et de Jacques Delpla ainsi que de compléments apportant des éclairages spécifiques sur certains aspects de la question.
