Il opère ensuite un " saut critique " en rupture avec les théories existantes et propose une théorie nouvelle d'appréhension du phénomène décisionnel, la théorie du " surcode " : si les décisions sont diluées dans le système sociétal, alors elles n'existent plus. Dès lors, comment les appréhender ? On peut dès l'abord les considérer comme des récits auxquels l'auteur applique les catégories sémiologiques habituellement appliquées au récit. On peut ensuite et surtout les considérer comme des sous-systèmes dont les rationalités juxtaposées travaillent entre elles de façon créative. C'est le " surcodage ", travaillé dans les années quatre-vingt-dix par les pratiques généralisées de la communication et de la politique symbolique. En cette quatrième édition entièrement refondue et augmentée, l'auteur a inclus l'ensemble des théories les plus contemporaines de la décision et des organisations dans leurs liens avec la communication et les technologies de l'entreprise.
