Book excerpt: sectors-such as public health, energy, water, and transportation-rely on computerized information and systems to provide services to the public. To fulfill the requirement for a comprehensive plan, including cyber aspects, the Department of Homeland Security (DHS) issued a national plan in June 2006 for the sectors to use as a road map to enhance the protection of critical infrastructure. Lead federal agencies, referred to as sector-specific agencies, are responsible for coordinating critical infrastructure protection efforts, such as the development of plans that are specific to each sector. In this context, GAO was asked to determine if these sector-specific plans address key aspects of cyber security, including cyber assets, key vulnerabilities, vulnerability reduction efforts, and recovery plans. To accomplish this, GAO analyzed each sector-specific plan against criteria that were developed on the basis of DHS guidance.

The array of physical assets, functions, and systems across which these goods and services move are called critical infrastructures (CI) (e.g., electricity, the power plants that generate it, and the electric grid upon which it is distributed). The national security community is concerned about the vulnerability of CI to both physical and cyber attack. This report discusses the evolution of a national CI policy and the institutional structures established to implement it. The report highlights five issues of Congressional concern: identifying critical assets; assessing vulnerabilities and risks; allocating resources; info. sharing; and regulation. Illustrations.

This report describes cybersecurity efforts at DHS and NIST -- including partnership activities with the private sector -- and the use of cybersecurity performance metrics in the fed. gov¿t. Book excerpt: The nation's critical infrastructure sectors (e.g., energy, banking) rely extensively on information technology systems. The Department of Homeland Security (DHS) issued guidance in 2006 that instructed lead federal agencies, referred to as sector-specific agencies, to develop plans for protecting the sector's critical cyber and other (physical) infrastructure. These agencies issued plans in 2007, but GAO found that none fully addressed all 30 cyber security-related criteria identified in DHS's guidance and recommended that the plans be updated to address it by September 2008. GAO was asked to determine the extent to which sector plans have been updated to fully address DHS's cyber security requirements and assess whether these plans and related reports provide for effective implementation. To do this, GAO analyzed documentation, interviewed officials, and compared sector plans and reports with DHS cyber criteria.

Book excerpt: Protecting the critical infrastructure and key resources (CI/KR) of the United States is essential to the Nation's security, public health and safety, economic vitality, and way of life. Attacks on CI/KR could significantly disrupt the functioning of government and business alike and produce cascading effects far beyond the targeted sector and physical location of the incident. Direct terrorist attacks and natural, manmade, or technological hazards could produce catastrophic losses in terms of human casualties, property destruction, and economic effects, as well as profound damage to public morale and confidence. Attacks using components of the Nation's CI/KR as weapons of mass destruction could have even more devastating physical and psychological consequences. The overarching goal of the National Infrastructure Protection Plan (NIPP) is as follows: Build a safer, more secure, and more resilient America by enhancing protection of the Nation's CI/KR to prevent, deter, neutralize, or mitigate the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit them; and to strengthen national preparedness, timely response, and rapid recovery in the event of an attack, natural disaster, or other emergency. The NIPP provides the unifying structure for the integration of existing and future CI/KR protection efforts into a single national program to achieve this goal. The NIPP framework will enable the prioritization of protection initiatives and investments across sectors to ensure that government and private sector resources are applied where they offer the most benefit for mitigating risk by lessening vulnerabilities, deterring threats, and minimizing the consequences of terrorist attacks and other manmade and natural disasters. The NIPP risk management framework recognizes and builds on existing protective programs and initiatives.

Book excerpt: According to the Dept. of Homeland Security (DHS), there are thousands of facilities in the U.S. that if destroyed by a disaster could cause casualties, econ. losses, or disruptions to national security. DHS issued the Nat. Infrastructure Protection Plan (NIPP) in June 2006 to provide the approach for integrating the nation's critical infrastructure and key resources. This report studied DHS's Jan. 2009 revisions to the NIPP in light of a debate over whether DHS has emphasized protection rather than resilience. The report discusses: (1) how the 2009 NIPP changed compared to the 2006 NIPP; and (2) how DHS addressed resiliency as part of their planning efforts. Charts and tables. This is a print on demand edition of an important, hard-to-find report.
