Available in PDF, EPUB and Kindle. Book excerpt: . . . the book provides ample evidence of the various and often complex issues that arise in road pricing policies. New research is presented on topics mostly neglected in the past (such as the role of firms in rod pricing, or new insights from dynamic network models). Tilmann Rave, Journal of Regional Science Transport pricing is high on the political agenda throughout the world, but as the authors illustrate, governments seeking to implement this often face challenging questions and significant barriers. The associated policy and research questions cannot always be addressed adequately from a mono-disciplinary perspective. This book shows how a multi-disciplinary approach may lead to new types of analysis and insights, contributing to a better understanding of the intricacies of transport pricing and eventually to a potentially more effective and acceptable design of such policies. The study addresses important policy and research themes such as the possible motives for introducing road transport pricing and potential conflicts between these motives, behavioural responses to transport pricing for households and firms, the modelling of transport pricing, and the acceptability of pricing. Studying road transport pricing from a multi-disciplinary perspective, this book will be of great interest to transport policymakers and advisors, transport academics and consultants and students in transport studies.

Available in PDF, EPUB and Kindle. Book excerpt: Many transport economists have for some time proposed marginal social cost as the principle on which prices in the transport sector should be based and, in recent years, their prescription has come to be taken more and more seriously by policy-makers. However, in order to properly test the possible implications of implementing pricing based on marginal social cost and, ultimately, to introduce such a system, it is necessary to actually measure the marginal social costs concerned, and how they vary according to mode, time and context. This book reviews the transport pricing policy debate and reports on the significant advances made in measuring the marginal social costs of transport, particularly through UNITE and other European research projects. We look in turn at infrastructure, operating costs, user costs (both of congestion and of charges in frequency of scheduled transport services) accidents and environmental costs, and how these estimates have been used to examine the impact of marginal cost pricing in transport. We finish by examining how the results of case studies might be generalised to obtain estimates of marginal social costs for all circumstances and, finally, presenting our conclusions.

Available in PDF, EPUB and Kindle. Book excerpt: Mobility is fundamental to economic and social activities such as commuting, manufacturing, or supplying energy. Each movement has an origin, a potential set of intermediate locations, a destination, and a nature which is linked with geographical attributes. Transport systems composed of infrastructures, modes and terminals are so embedded in the socio-economic life of individuals, institutions and corporations that they are often invisible to the consumer. This is paradoxical as the perceived invisibility of transportation is derived from its efficiency. Understanding how mobility is linked with geography is main the purpose of this book. The third edition of The Geography of Transport Systems has been revised and updated to provide an overview of the spatial aspects of transportation. This text provides greater discussion of security, energy, green logistics, as well as new and updated case studies, a revised content structure, and new figures. Each chapter covers a specific conceptual dimension including networks, modes, terminals, freight transportation, urban transportation and environmental impacts. A final chapter contains core methodologies linked with transport geography such as accessibility, spatial interactions, graph theory and Geographic Information Systems for transportation (GIS-T). This book provides a comprehensive and accessible introduction to the field, with a broad overview of its concepts, methods, and areas of application. The accompanying website for this text contains a useful additional material, including digital maps, PowerPoint slides, databases, and links to further reading and websites. The website can be accessed at: http://people.hofstra.edu/geotrans This text is an essential resource for undergraduates studying transport geography, as well as those interest in economic and urban geography, transport planning and engineering.

It is a comprehensive standalone text covering all aspects of the field including new sections on logistics and congestion pricing. It should be required reading for every student of transportation and on the library shelf of all transportation researchers and practitioners, an excellent book.' David Gillen, University of British Columbia, Canada Acclaim for the second edition: 'To the literature in the field of transport economics, this is a most welcome addition. Primarily a textbook on theory, it also contains many references to applied studies. . . The book is written in a lucid style and consequently is easy to read and understand.' J.P. Hanlon, Transport 'It is admirably structured, with an introductory chapter placing transport in its economic context and relating transport and location economics.' Urban Studies 'This book is written in a clear, easy to understand style. It is essential reading for those studying for the Institute's Transport Economics examination as well as for undergraduate and postgraduate students of the subject. . . The book offers good value for money and is strongly recommended to anyone with an interest in transport economics.' M.R. Cairns, Transport ' . . . this book does read very much like a textbook; it explains economic concepts clearly, often in both words and mathematical equations, and identifies their relevance in the transport field. . . Transport Economics does provide a good basis with which to understand most of the issues behind what is one of the fastest moving areas of environmental activity in an area where most books will be out of date almost as soon as they are written anyway.' Marcus Enoch, Environmental Politics Transport Economics is a thoroughly revised edition of a well-established textbook which applies economic analysis to transport issues. Each chapter has been carefully reworked and includes new material dealing with the regulation of transport markets. The theoretical content is supported with considerable empirical evidence drawn from a wide range of international sources. Although aimed primarily at university students, this volume is accessible to non-specialists who have an interest in transport economics. It has no modal bias but rather examines in general terms the many aspects of the demand for, and supply of, transport together with the various methods of government intervention needed to ensure that social and environmental criteria are attained. This successful and widely adopted textbook has been meticulously revised and updated for the third edition. As the best intermediate text currently available, it will be welcomed by students, policymakers and all those concerned with the supply of transport services.

Book excerpt: Transport Pricing of Electricity Networks aims at providing a methodological and practical transmission tariff guide, to those who are involved in the electricity business as managers, engineers, lawyers, economists, regulators or policy-makers, but are not specialists in electricity transport, nor in tariff-setting for public utilities. It offers a synthesis of the recent economic research on the subject. The volume is divided into three major parts, each presenting a general aspect of transmission pricing: its legal and accounting background, its basic theory, and its implementation, successively. How much does it cost to transmit electricity from a nuclear plant close to Lyon in France, to a car manufacturer located in Stuttgart in Germany? What price should a system operator in Canada charge a pulp and paper mill that uses the high-voltage grid for only a few weeks per year? Where in California is it more profitable to reinforce or build a new transmission line? What is the best place to locate a power gas station in England, in order to pay the lowest transmission cost? Such questions are novel and crucial for American and European liberalised electricity markets. Transport Pricing of Electricity Networks shows how the economics toolbox can be used to answer them.

Book excerpt: The 1977 BTE Report on Cost Recovery in Australian Transport 1974-75 provided estimates of the aggregate level of financial cos~ recovery in the various modes, by broad transport task. It suggested that there were substantial differences between modes in the level of cost recovery. The 1979 Transport Pricing and Cost Recovery seminar concluded that economic efficiency objectives required more attention 1n transport pricing and investment decisions than had been apparent in the past. The principles for economically efficient pricing were spelt out, and several specific issues were identified, which are worth following up in this seminar. These include reconciliation of financial and econom1C efficiency objectives and the identification of appropriate revenue targets; specification of the changes 1n accounting and management information systems which would be required to implement more economically rational pricing; and identification of the principles for estimating compensation for public service obligations. Finally, a brief account 18 given of recent BTE work on cost recovery in general aviation, and in road and rail transport. BTE has suggested that econom1C efficiency considerations would require substantial modification to the present means of collecting revenue from general aviation, with more reliance placed on direct pricing measures like flight-specific alr navigation charges and airport movement charges. On road-rail competition, an order of magnitude comparison of road and rail cost recovery in the Adelaide-Victorian border corridor suggests that only the road mode approximately covers short-run avoidable costs and that both modes fail to cover long-run avoidable costs.

Book excerpt: TRB's Transit Cooperative Research Program (TCRP) Report 144: Sharing the Costs of Human Services Transportation, Volume 1: The Transportation Services Cost Sharing Toolkit and Volume 2: Research Report explore issues and potential solutions for identifying and sharing the cost of providing transportation services for access to community-based human services programs. Collectively, the two volumes examine current practices and offer strategies for collecting necessary data, addressing administrative and policy-related issues, and establishing cost allocation procedures. Volume 1: The Transportation Services Cost Sharing Toolkit leads the user through the process of setting up the necessary cost accounting system, identifying the data requirements and the measurement parameters, and describing procedures for applying the model. This volume concludes with instructions for using the actual Cost Sharing Model. Volume 2: The Research Report summarizes all of the study components that contributed to formation of the Toolkit. It includes an extended evaluation of current experience and describes the regulatory environment that frames transportation service delivery requirements. An executive summary of the report is included with the printed report. The report includes the Cost Sharing Model along with instructions for setup and application on a CD-ROM, which is packaged with the reports.
