Book excerpt: The constitution and objectives of the Standards Council of Canada (SCC), which is a statutory corporation established by an act of the Canadian Parliament in 1970, are briefly reviewed. The relationship of the council and accredited organizations in the National Standards System (NSS) is noted. The council-approved document, Criteria and Procedures for Accreditation of Testing Organizations (CANP-4), is reviewed and discussed in some detail. Results obtained from a limited program of accreditation of testing organizations that was established to validate procedures and obtain cost estimates are noted and the current status of an approved national program reviewed. Reference is made to other Canadian as well as foreign national laboratory accreditation programs and the role of the International Laboratory Accreditation Conference (ILAC) is noted. The paper concludes with a brief review and summary of the Standards Council's national program, noting in particular any changes that may be dictated by experience gained in the initial implementation phase.
