They represent almost 40% of all primary school-aged children. This situation has come to be called the global learning crisis and it is one of the most critical challenges facing the world today. Work to address this situation depends on how it is understood. Typically, the global learning crisis and efforts to improve primary education are defined in relation to two terms: access and quality. This book is focused on the connection between them. Through a mixed-methods case study, it provides detailed, contextualized analysis of Ugandan primary education. As one of the first countries in Sub-Saharan Africa to enact dramatic and far-reaching primary education policy, Uganda serves as a compelling case study. With both quantitative and qualitative data from over 400 Ugandan schools and communities, the book analyzes grade repetition, private primary schools, and school fees, viewing each issue as an illustration of the connection between access to education and education quality. This analysis finds evidence of a positive association, challenging a key assumption that there is a trade-off or disconnect between efforts to improve access to education and efforts to improve education quality. Embracing the complexity of education systems, and focusing on dynamics where improvements in access and quality can be mutually reinforcing, can be a new approach for improving basic education in different contexts around the world.

President Yoweri Museveni and his ruling National Revolutionary Movement (NRM) parliamentary candidates won a decisive victory over opposition candidate Kizza Besigye and the Forum for Democracy Coalition. Nevertheless, poll results showed a notable decline in support for President Museveni from previous elections. International election observers did not condemn the election results, nor did they fully endorse the electoral process. Critics charged the government with intimidating the opposition during the pre-election period, and Besigye spent much of the campaign period in jail. The election followed a controversial move by the Ugandan parliament in July 2005 to remove the constitutional two-term limit on the presidency. In the north, the government of Uganda has long fought the Lord's Resistance Army (LRA), an armed rebel group backed by the government of Sudan. Through over 20 years of civil war, the brutal insurgency has created a humanitarian crisis that has displaced over 1.5 million and resulted in the abduction of over 20,000 children. In 2006-07, the government of Uganda and the LRA have been actively engaged in an effort to resolve the conflict peacefully. The Government of Southern Sudan (GOSS) has been mediating the talks since June 2006. In August 2006, the government of Uganda and the LRA signed a Cessation of Hostilities Agreement. In February 2008, the parties agreed on a Permanent Ceasefire, amended the Agreement on Accountability and Reconciliation, and the Agreement on Comprehensive Solutions. However, the leader of the LRA, Joseph Kony, failed to show up for the final signing of the agreement on a number of occasions. Kony and his forces are in the Democratic Republic of Congo (DRC).

This report examines the economic problems that arise when governments own and operate enterprises that could be managed by the private sector. It finds that such enterprises are often inefficient and shows how the resulting losses to the economy hinder growth, making it harder for people to escape poverty. Why have reforms had such little impact? In an innovative study of the political economy of state enterprise reform, the report describes common obstacles to reform and describes ways that some countries have overcome them. Drawing on a rich database and detailed country case studies, the report provides the most comprehensive assessment yet of a decade of divestiture and reform of state-owned enterprises. It evaluates the experiences of 12 countries: some of these countries reformed successfully and some did not, but all tried to improve the incentive structure by changing the contract between the government and state- owned firms. The report offers guidance for successful reform and suggests ways that foreign assistance can more effectively support reform efforts.
