Book excerpt: The special relationship between the United States and the Philippines is chronicled, and the potential threats to that relationship are exposed and evaluated. Special attention is paid to imposition of martial law by Marcos from 1972-1981. The human rights of the Filipino people during martial law, development programs implemented by Marcos during martial law, and the failure of those programs are reviewed. There is a chapter on the crisis following the assassination of Benigno Aquino and its implications for United States--Filipino economic and security relations. Currently, the greatest danger facing United States interests in the Philippines is the possibility of economic collapse. Recommendations for the United States to support its interests are given. A profile of the Philippines, a Philippine chronology from 1898 to the present, and an index are included. (APG)

Available in PDF, EPUB and Kindle. Book excerpt: During the First World War, ill-advised steps by colonial officials in the Philippines who were responsible for the colony's finances created a crisis which lasted from 1919 until 1922. The circumstances shook the foundations of the American colonial state and contributed to Manuel L. Quezon’s successful effort to replace Sergio Osmeña as leader of the politically dominant Nacionalista Party. These events have generally been blamed on a corruption scandal at the Philippine National Bank, which had been established in 1916 as a multi-purpose, semi-governmental agency whose purpose was to provide loans for the agricultural export industry, to do business as a commercial bank, to issue bank notes, and to serve as a depository for government funds. Based on detailed archival research, Yoshiko Nagano argues that the crisis in fact resulted from mismanagement of currency reserves and irregularities in foreign exchange operations by American officials, and that the notions of a "corruption scandal" arose from a colonial discourse that masked problems within the banking and currency systems and the U.S. colonial administration. Her analysis of this episode provides a fresh perspective on the political economy of the Philippines under American rule, and suggests a need for further scrutiny of historical accounts written on the basis of reports by colonial officials.

Available in PDF, EPUB and Kindle. Book excerpt: Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

Book excerpt: Anecdotal evidence permeates accounts on the impact of the global economic crisis on Philippine poverty. This study systematically assesses the evidence and recent data. It adopts a somewhat eclectic approach as applying regression and decomposition techniques to trace the impact of the global economic crisis on gross domestic product and its major components, constructing panel data from nationally representative household surveys to trace the changes in household welfare during the crisis, and combining national income accounts and household survey data to simulate the differential effects of the crisis across population groups and social divides. Empirical findings suggest that although the Philippine economy did not slide to recession during the crisis, its impact on the economy and poverty across population groups was nonetheless severe---and may linger for many years to come.

In this book, Ken Fuller methodically dissects the headline-grabbing events surrounding the nine-year administration of Gloria Macapagal-Arroyo, discussing the circumstances that led to her rise to power and allowed her to maintain hold of it despite numerous controversies. Analyzing Arroyo's laundry list of alleged wrongdoings in the context of neocolonization and Philippine socioeconomic and political history, he asserts that her presidency "e;must be seen (at least in part) as a product rather than the cause of the fundamental problems confronting the Philippines"e;-problems that, though Arroyo is no longer president, continue to plague the country.

Available in PDF, EPUB and Kindle. Book excerpt: San Juan, a noted Philippine Marxist now living in the United States, gives a detailed account of the Philippine situation from many perspectives. The essays deal with new-imperialism, the Muslim community, literature, the New People's Army, women, and Filipinos in the United States. While Marcos is gone, many of the issues San Juan raises still need attention and the Marxist perspective he uses gives a very different insight than has been heard previously. Thus the work merits serious consideration for academic libraries. Library Journal Crisis in the Philippines is an unparalleled view of the making of a revolution. E. San Juan offers an insider's examination of the unrelenting avalanche of political events, culminated by the summary killing of opposition leader Benigno Aquino. He dramarically illuminates the Filipino people's struggle for self-determination, the actual activities and growth of the New People's Army, and an analysis of the global forces influencing the current crisis. Unprecedented focus is given to the ways in which certain groups within Phillippine society--particularly the feminist movement and the Church--are coalescing with the Left. Poignantly illustrated with photographs of village life, the New People's Army, protest rallies, press and media clippings, this is the first unrestricted story of the Philippine revolution.
