He describes Cambodia's brief spell of independence from Japan after the end of World War II; the long and complicated rule of Norodom Sihanouk, during which the Vietnam War gradually spilled over Cambodia's borders; the bloodless coup of 1970 that deposed Sihanouk and put in power the feeble, pro-American government of Lon Nol; and the revolution in 1975 that ushered in the radical changes and horrors of Pol Pot's Communist regime. Chandler discusses how Pol Pot and his colleagues evacuated Cambodia's cities and towns, transformed its seven million people into an unpaid labor force, tortured and killed party members when agricultural quotas were unmet, and were finally overthrown in the course of a Vietnamese military invasion in 1979. His book is a penetrating and poignant analysis of this fierce revolutionary period and the events of the previous quarter-century that made it possible.

Beban contends that the national land-titling program, the so-called leopard skin land reform, was first and foremost a political campaign orchestrated by the world's longest-serving prime minister, Hun Sen. The reform aimed to secure the loyalty of rural voters, produce "modern" farmers, and wrest control over land distribution from local officials. Through ambiguous legal directives and unwritten rules guiding the allocation of land, the government fostered uncertainty and fear within local communities. Unwritten Rule gives pause both to celebratory claims that land reform will enable land tenure security, and to critical claims that land reform will enmesh rural people more tightly in state bureaucracies and create a fiscally legible landscape. Landscape, Memory, and Post-Violence in Cambodia explores the on-going memorialization of violence. As part of a broader engagement with war, violence and critical heritage studies, it explores how a legacy of organized mass violence becomes part of a cultural heritage and, in the process, how this heritage is ‘produced’. Existing literature has addressed explicitly the impact of war and armed conflict on cultural heritage through the destruction of heritage sites. This book inverts this concern by exploring what happens when sites of ‘heritage violence’ are under threat. It argues that the selective memorialization of Cambodia’s violent heritage negates the everyday lived experiences of millions of Cambodians and diminishes the efforts to bring about social justice and reconciliation.
