In reality, there are many continuities and discontinuities between crisis and normality. What does this mean for our understanding of politics, aid, and local institutions during crises? This book examines this question from a sociological perspective. This book provides a qualitative inquiry into the social and political dynamics of local institutional response, international policy and aid interventions in crises caused by conflict or natural disaster. Emphasising the importance of everyday practices, this book qualitatively unravels the social and political working of policies, aid programmes and local institutions. The first part of the book deals with the social life of politics in crisis. Some of the questions raised are: What is the meaning of human security in practice? How do governments and other actors use crises to securitize – and hence depoliticize - their strategies? The second part of the book deals with the question how local institutions fare under and transform in response to crises. Conflicts and disasters are breakpoints of social order, with a considerable degree of chaos and disruption, but they are also marked by processes of continuity and re-ordering, or the creation of new institutions and linkages. Book excerpt: As small, open economies the Nordic states have always been more dependent on foreign trade than larger powers, and have thus had a historic preference for free trade. But during the inter-war period the Nordic countries were squeezed between powerful and aggressive trading partners: above all Great Britain and Germany. Although the period between the end of the First World War and 1929 was marked by a return to a liberal world economy, the Great Depression ushered in a decade of protectionism. The bilateralisation of international trade was especially evident after Britain’s Ottawa treaties in 1932 and the Nazi seizure of power in 1933. Their dependence on trade with Britain and Germany meant that the Nordic countries were exposed to the full force of British and German bilateralism. The paradox is that in spite of international trade wars and regulated exchange the Nordic countries managed better than other European states during the interwar period, and that the Great Depression was not as deep or long lasting as in other countries. The chapters in this book discuss why and how this rather successful Nordic experience was achieved. The topics covered include commercial and monetary policies but also important industries such as forestry, agriculture and fishing. Many of the chapters are comparative and discuss economic developments in two or more Nordic countries.

It challenges the idea that many constitutional orders are facing permanent states of emergency due to the 'objective nature' of threats facing modern states today, arguing instead that the nature of a threat depends upon the subjective assessment of the decision-maker. In light of this, it further argues that robust judicial scrutiny and review of these decisions is required to ensure that the temporariness of the emergency is a legal question and that the validity of constitutional norms is not undermined by their perpetual suspension. It does this by way of a narrower conception of the rule of law than standard accounts in favour of judicial review of emergency powers in the literature, which tend to be based on the normative value of human rights. In so doing it seeks to refute the fundamental constitutional challenge posed by Carl Schmitt: that all state power cannot be constrained by law.

Book excerpt: This volume book brings together nine background papers prepared for an evaluation by the IMF Independent Evaluation Office of “the IMF and the crises in Greece, Ireland, and Portugal.” It presents an authoritative work on the evolving relationship between the IMF and the euro area, a common currency area founded in 1999 consisting of advanced, highly integrated economies in Europe. The euro area, or any common currency area for that matter, has posed challenges to the IMF’s operational activities as its Articles of Agreement contain no provision for joint membership. The challenges became intense when a series of crises erupted in Greece, Ireland, and Portugal from 2009 to 2011, and the Fund was called upon to help intervene by offering its financing and crisis management expertise. The IMF found itself in uncharted territory where there was no precedent or established procedure. The chapters, many of which are prepared by prominent academics and former senior IMF officials who are thoroughly familiar with internal procedures, discuss various aspects of the IMF’s engagement with the euro area, including precrisis surveillance, how key decisions were made, how the IMF collaborated with European institutions, and how it designed and implemented its lending programs with the three crisis countries. The book gives prominence to governance-related issues, given the large voting share (of more than 20 percent) within the IMF of euro area members and the subsequent public perception that the IMF treated the euro area more favorably than it does developing and emerging market members. The approaches are both cross-cutting and country-based. Some chapters deal with issues related to the euro area as a whole, while others focus on how the Fund engaged with individual euro area countries. The book contains a statement on the IEO evaluation by the IMF Managing Director and a Summing Up of the Executive Board discussion held in July 2016.
