Book excerpt: The authors combine firm-level data from the World Bank Business Environment Survey (WBES) with data on private and public credit registries to investigate whether the presence of a credit registry in a country is associated with lower financing constraints, as perceived by managers, and with higher share of bank financing. They find that the existence of private credit registries is associated with lower financing constraints and higher share of bank financing, while the existence of public credit registries does not seem to have a significant effect on these perceived financing constraints. The authors also find that small- and medium-sized firms tend to have a higher share of bank financing in countries where private registries exist and stronger rule of law is associated with more effective private credit registries. Finally, the authors find some evidence that the presence of a public credit registry benefits younger firms relatively more than older firms.

Book excerpt: The first comprehensive review of credit reporting systems worldwide, including their institutional forms and evidence of their impact on financial markets. Credit reporting is a critical part of the financial system in most developed economies but is often weak or absent in developing countries. It addresses a fundamental problem of credit markets: asymmetric information between borrowers and lenders that can lead to adverse selection and moral hazard. The heart of a credit report is the record it provides of an individual's or a firm's payment history, which enables lenders to evaluate credit risk more accurately and lower loan processing time and costs. Credit reports also strengthen borrower discipline, since nonpayment with one institution results in sanctions with others. This book provides the first comprehensive review of credit reporting systems worldwide and documents the rapid growth in the industry. It offers empirical and theoretical evidence of the impact of credit reporting on financial markets, using examples from both developed and developing economies. Credit reporting, it shows, significantly contributes to predicting default risk of potential borrowers, which promotes increased lending activity. The book also covers the role of public policy in the development of credit reporting initiatives, including the role of public credit registries managed by central banks; and the role of legal, regulatory, and institutional factors in supporting credit reporting.

The process requires that credit bureaus have easy access to sensitive financial information about individuals, compiled largely without their consent. This report examines the debate surrounding the role of the states in regulating these credit bureaus, especially in light of expiring amendments to the Fair Credit Reporting Act, which have allowed bureaus to continue these practices, exempting them from state laws that might obstruct them. How this controversy is resolved will have an important bearing on credit markets and financial privacy in the future. The authors make the case for continued federal preemption of the states in this area. Without it, the authors argue, the consumer credit system has developed in the United States would be put in jeopardy.

Enhancement of liquefied natural gas capacity (LNG), government support to the banking system, and increase in public spending sustain the high growth rates. There is a need to monitor aggregate demand to prevent the resurgence of inflation pressures. The creation of a financial stability unit and the results of recent stress tests show the banking system’s resilience to market and credit risks. The coordination among data providers and intention to seek technical assistance in consumer price index are noted.

Book excerpt: "The analysis of firm-level data collected through parallel international enterprise surveys can reveal important linkages between governance constraints and business growth and investment. The World Business Environment Survey (WBES), an initiative led by the World Bank Group in 1999 and 2000, collected enterprise data from more than 10,000 firms in 80 countries and one territory. Econometric analysis of responses to that survey points to a strong association between corruption, financing, regulatory and tax constraints, policy uncertainty, and protection of intellectual property rights with firm-level performance, as measured by sales and investment growth and participation in the formal economy." --Résumé de l'éditeur.

Book excerpt: This Report illustrates the vigorous efforts being undertaken by many developing countries to catch up with their more developed partners in the dissemination and use of ICT. However, it also shows that the gaps are still far too wide and the catching-up far too uneven for the promise of a truly global information society, with its attendant benefits for sustainable social and economic development, to materialize without the sustained engagement of national Governments, the business sector and civil society, and the tangible solidarity of the international community.
