Following the seminal work of Douglass C. North and Barry R. Weingast (1989), many scholars have concluded that the 'credible commitment' that was provided by parliamentary backing of government as a result of the Glorious Revolution of 1688 provided the key institutional underpinning on which modern public finances depend. In this book, a specially commissioned group of historians and economists examine and challenge the North and Weingast thesis to show that multiple commitment mechanisms were necessary to convince public creditors that sovereign debt constituted a relatively accessible, safe and liquid investment vehicle. Questioning Credible Commitment provides academics and practitioners with a broader understanding of the origins of financial capitalism, and, with its focus on theoretical and policy frameworks, shows the significance of the debate to current macroeconomic policy making.

Book excerpt: This book addresses a puzzle in political economy: why is it that political instability does not necessarily translate into economic stagnation or collapse? In order to address this puzzle, it advances a theory about property rights systems in many less developed countries. In this theory, governments do not have to enforce property rights as a public good. Instead, they may enforce property rights selectively (as a private good), and share the resulting rents with the group of asset holders who are integrated into the government. Focusing on Mexico, this book explains how the property rights system was constructed during the Porfirio Díaz dictatorship (1876-1911) and then explores how this property rights system either survived, or was reconstructed. The result is an analytic economic history of Mexico under both stability and instability, and a generalizable framework about the interaction of political and economic institutions.

This seems to give an advantage to dictators, who can bluff with confidence and make decisions without consultation, and many assume that even democratic governments would do better to minimize political dissent and speak foreign policy from a single mouth. In this thoughtful, empirically grounded challenge to the assumption that messy domestic politics undermine democracies' ability to conduct international relations, Lisa Martin argues that legislatures--and particularly the apparently problematic openness of their proceedings--actually serve foreign policy well by giving credibility to the international commitments that are made. Examining the American cases of economic sanctions, the use of executive agreements versus treaties, and food assistance, in addition to the establishment of the European Union, Martin concludes that--if institutionalized--even rancorous domestic conversations between executives and legislatures augment rather than impede states' international dealings. Such interactions strengthen and legitimize states' bargaining positions and international commitments, increasing their capacity to realize international cooperation. By expanding our comprehension of how domestic politics affect international dialogue, this work is a major advance in the field of international relations and critical reading for those who study or forge foreign policy.

Lacking this ability, both elected and unelected governments pursue public policies that leave citizens less well-off and more prone to revolt. At the same time, these actors have a reduced ability to build an anti-insurgency capacity in the first place, since they are less able to prevent anti-insurgents from themselves mounting coups. But while reducing the risk of conflict overall, increasing credibility can, over some range, worsen the effects of natural resources and ethnic fragmentation on civil war. Empirical tests using various measures of political credibility support these conclusions.
