Il poursuit son évolution au cours de la scolarité et se consolide avec le temps. Le langage écrit est omniprésent au cycle 1. Parfois, son apprentissage est retardé et difficile ; c'est le cas des élèves présentant une dyslexie et/ou une dysorthographie (DL/DO). Les DL/DO sont les troubles spécifiques du langage écrit. En France, on estime entre 3 et 5 % le nombre d'élèves du primaire atteints. Les conséquences sont multiples : scolaires, familiales, psychologiques et sociales. Elles se reflètent dans le quotidien de l'enfant, principalement à l'école. L'enseignant se retrouve plongé dans ces troubles, parfois sans aide extérieure et sans savoir ce qu'il se passe. Le rôle de l'orthophoniste, primordial dans le diagnostic, la rééducation et l'accompagnement de ces enfants, ne peut être efficace sans le repérage de leurs difficultés. Il faut alors prévenir les enseignants de l'importance du repérage précoce, première étape du parcours de soin de l'enfant DL/DO. Tous deux acteurs de ce parcours, enseignants et orthophonistes se doivent de collaborer. Afin d'optimiser cette collaboration, nous avons interrogé les enseignants sur leurs difficultés. Nous relevons une plainte conséquente concernant un manque de formation et d'informations sur les troubles DL/DO. De cette carence ressort un besoin de renseignements auprès des orthophonistes. Nous avons donc choisi d'élaborer un livret informatif sur les troubles spécifiques du langage écrit, à destination des enseignants du primaire. Élaboré avec les enseignants interrogés, nous créons une infographie sous format PDF, accessible à tous. Elle regroupe des outils, des informations, des ressources sur les troubles DL/DO, une partie concernant le vécu de l'élève, et des renseignements permettant une meilleure collaboration enseignants/orthophonistes. Sa diffusion a débuté en mai 2021 et se poursuit.

Nous présenterons les actions de prévention menées à l'échelle nationale en particulier celles destinées aux enfants des écoles maternelles (entre 3 et 6 ans). Enfin, nous constaterons le manque de formation des enseignants dans le domaine du langage , notamment pour cette tranche d'âge. Dans une seconde partie nous aborderons les différentes étapes qui nous ont permis de créer ce livret. Des premiers contacts avec les enseignants, pour évaluer avec eux leurs besoins dans le domaine du langage, mais aussi pour faire le point sur l'orthophonie (les différents lieux d'exercice, les pathologies prises en charge, le public auprès duquel interviennent les orthophonistes...), en passan tpar la création et l'analyse avec les enseignants d'un livret provisoire, jusqu'à l'aboutissement de notre projet : la création du livret définitif.

Book excerpt: A la suite de la double constatation, d’une part, que les enfants sont envoyés tardivement chez l'orthophoniste pour un bilan du langage écrit et, d’autre part, que les enseignants manquent d'outils simples et rapides pour repérer les difficultés de maîtrise du code chez leurs élèves, A. Deprey et C. Renard ont créé, dans le cadre de leur mémoire de fin d'études en 2007, un outil de repérage des troubles du langage écrit en début de CE1. Cet outil, à destination des enseignants, a ensuite été étalonné par A. Mastrototaro et A. Dondin en 2009, également dans le cadre de leur mémoire de fin d’études. Notre mémoire se situe dans la continuation de leur travail. Notre objectif était de réaliser la première partie de la validation externe de cet outil de repérage afin de tester sa fiabilité et d’envisager son utilisation au niveau national ; il s’agissait donc là de le comparer avec un test de référence. Pour cela nous nous sommes rendues dans plusieurs écoles du Nord - Pas de Calais dans le but de faire passer les deux tests à une population de 121 enfants. Par ailleurs, cela nous a permis de présenter l'outil de repérage aux enseignants de CE1 que nous avons rencontrés ; nous leur avons également remis un livret explicatif sur la dyslexie, sur les différents aménagements pédagogiques possibles à mettre en place et sur l'importance du partenariat enseignants-orthophonistes-médecins de l’Education Nationale.

Book excerpt: The Governor's Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavor limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. This competence-control tradeoff is a common condition of indirect governance, whether governors are domestic or international, public or private, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor's dilemma in cases involving the governance of violence (e.g., secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g., the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, "Trump's Dilemma"). Competence-control theory helps explain many features of governance that other theories cannot: why indirect governance is not limited to principal-agent delegation, but takes multiple forms; why governors create seemingly counter-productive intermediary relationships; and why indirect governance is frequently unstable over time.
