Book excerpt: Cost growth remains a concern for cost analysts, program managers, senior DoD decision-makers, Congress, and even the American public. All of these people have a vested interest in the cost of DoD programs and most would like to see those costs decrease; as such, we need additional tools to help combat cost growth. Previous research creates the foundation for the use of a two-step methodology to help predict cost growth, which we follow closely. First, utilizing logistic regression we analyze whether specific program characteristics predict cost growth within the Engineering and Manufacturing Development (EMD) phase for combined RDT&E and procurement budgets. The second step uses this answer (i.e., a positive response) to find cost growth predictor variables. Specifically, we perform a multiple regression analysis and determine the amount of cost growth incurred by these DoD programs. Through these two steps, we seek to unearth any predictive relationships within the data in order to build a predictive cost growth model. The final models predict whether a program will have cost growth and what the potential amount of the cost growth will be for the combined RDT&E and procurement budgets within the EMD phase of acquisition.

The committee was asked to (1) investigate next-generation evolutionary and revolutionary M&S capabilities that will support enhanced defense systems acquisition; (2) identify specific emerging design, testing, and manufacturing process technologies that can be enabled by advanced M&S capabilities; (3) relate these emerging technologies to long-term DOD requirements; (4) assess ongoing efforts to develop advanced M&S capabilities and identify gaps that must be filled to make the emerging technologies a reality; (5) identify lessons learned from industry; and (6) recommend specific government actions to expedite development and to enable maximum DOD and U.S. commercial benefit from these capabilities. To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.

Their flexibility of application, driving range, performance and sporty characteristics has resulted in several generations of this technology and has formed generations of engineers. But that is not the end of the story. Stricter legislation and increased environmental awareness have resulted in the development of new powertrain technologies in addition and parallel to the highly optimized internal combustion engine. Hybrid powertrains systems, pure battery electric systems and fuel cell systems, in conjunction with a diverse range of applications, have increased the spectrum of powertrain technologies. Furthermore, automated driving together with intelligent and highly connected systems are changing the way to get from A to B. Not only is the interaction of all these new technologies challenging, but also several different disciplines have to collaborate intensively in order for new powertrain systems to be successfully developed. These new technologies and the resulting challenges lead to an increase in system complexity. Approaches such as systems engineering are necessary to manage this complexity. To show how systems engineering manages the increasing complexity of modern powertrain systems, by providing processes, methods, organizational aspects and tools, this book has been structured into five parts. Starting with Challenges for Powertrain Development, which describes automotive-related challenges at different levels of the system hierarchy and from different point of views. The book then continues with the core part, Systems Engineering, in which all the basics of systems engineering, model-based systems engineering, and their related processes, methods, tools, and organizational matters are described. A special focus is placed on important standards and the human factor. The third part, Automotive Powertrain Systems Engineering Approach, puts the fundamentals of systems engineering into practice by adding the automotive context. This part focuses on system development and also considers the interactions to hardware and software development. Several approaches and methods are presented based on systems engineering philosophy. Part four, Powertrain Development Case Studies, adds the practical point of view by providing a range of case studies on powertrain system level and on powertrain element level and discusses the development of hybrid powertrain, internal combustion engines, e-drives, transmissions, batteries and fuel cell systems. Two case studies on a vehicle level are also presented. The final part, Outlook, considers the development of systems engineering itself with particular focus on information communication technologies. Even though this book covers systems engineering from an automotive perspective, many of the challenges, fundamental principles, conclusions and outlooks can be applied to other domains too. Accurate cost estimates are vital to the capital budgeting process for the DoD since they are used to set the affordability cap for each MDAP and across DoD Component weapon system program portfolios. Affordability is defined as the upper limit a DoD Component can allocate for a program without reducing costs or shifting resources between programs. To improve affordability in the DoD, a method that quantifies and adjusts for the persistent cost growth to enhance the accuracy of cost estimates is needed to promote more responsible and sustainable MDAP capital investment decisions. Book excerpt: This case highlights the major steps of conducting our research, in which we examined whether firms could learn from prior divestitures, that is, selling activities, to complete subsequent acquisitions. We drew arguments from the organizational learning theory to develop our research model and used secondary data to test the proposed hypotheses. As the research topic was quite new and not many studies had explored it, we developed our theoretical model and collected the data at the same time. We wanted to make sure that we would have appropriate data and enough observations for the empirical analysis. In addition, exploring the data from the start would give us some more insights on practical issues of mergers and acquisitions, which are not discussed much in academic papers. The data collection and organization were time-consuming because mergers and acquisitions are complicated activities and each transaction can contain a lot of information. Therefore, to avoid mistakes, we made a data diary, which saved every single step that we took to handle the data, including the reasons why we did so and other remarks. Regarding the empirical analysis, we chose a logit regression model as our dependent variable was binary. This implied that interpretation of the results was not straightforward because coefficients in non-linear models cannot be interpreted in the same way as they are in linear models. We discussed this issue in the "Result Interpretation" section before concluding the case with some practical lessons that we gained from our project.
