Book excerpt: In this article, Geoffrey Williams outlines the main findings and recommendations of the independent Bank of England Commission set up by the Conservative Party to review the performance of the United Kingdom's monetary policy framework. Its final report published earlier this month, recommended that operational independence of the Bank of England should be retained but that important improvements can be made to how policy is conducted. These include even greater transparency in policy decisions, changing the inflation target and creating a new Parliamentary Committee and possibly a new Council of Economic Advisers to provide for the UK the clearest possible democratic and professional scrutiny of economic policy.

Book excerpt: The first volume of The Bank of England Bedside Book (A Thread of Gold) was published in October 2008 by Stacey International. Well received by the banking and financial sectors as well as by the general public, the book aimed to encapsulate something of the history and spirit of the Bank of England to the present-day. Its conclusions pleaded for a halt to the persistent paring down of the Bank staff and for a re-thinking of the regulatory hiving-off decisions of 1997. On both of these points, a corner has since been turned. The eagerly-awaited second volume The Future of the Bank of England - A Silver Lining? was published on 9 May 2011. This thought-provoking and highly readable new title draws conclusions from the tumultuous events and consequences of the 2007-09 global financial crisis. It has not been easy for the Bank of England, deprived since 1997 of full responsibility for the supervision of the UK banks. These powers will now be restored to the Bank in 2012. Yet such power could be a political and economic banana-skin. Indeed, can the Old Lady of Threadneedle Street survive another onslaught? There are many in Europe who would be quite happy to see Sterling and the Bank swallowed up by the Euro and the European Central Bank. Or might some of the lead banks abandon the UK for points East such as Shanghai, Hong Kong or Singapore? These uncertainties feed on each other. In such matters of confidence and trust, the authors argue, the battle-hardened Bank of England now has a major opportunity to help strengthen the global financial system. The Bank's immediate priorities are, firstly, to rebuild a warm, friendly face-to-face relationship with the rest of the UK financial sector, particularly with the lead banks. Secondly, it must develop a more robust mechanism for restraining inflation and to provide a sound basis for a sustained economic rebound. A longer-term objective is to remain a major player in the global restructuring of the financial markets. Already the Bank provides valuable training and technical consultation services for over 100 other central banks worldwide. THE FUTURE OF THE BANK OF ENGLAND - A SILVER LINING? is a timely and absorbing scrutiny of one of the UK's greatest institutions, its past, present and future. As well as contributions from many major figures from the world of banking, the book includes a section of historical satirical cartoons, a lighthearted look at the contributions to the Bank's in-house publication, The Old Lady of Threadneedle Street, and useful annexes on Bank personnel. Contributors to this THE FUTURE OF THE BANK OF ENGLAND - A SILVER LINING? include three former Chancellors of the Exchequer, the Official Historian of the Bank, the current Chairman of a major City bank, the CEO of the British Bankers Association and 16 former Directors and senior staff of the Bank of England.

Book excerpt: The Independent Commission on Banking's final recommendations aim to create a more stable and competitive basis for UK banking for the long term. The result would be a banking system that is much less likely to cause, or succumb to, financial crises and the huge costs they bring; is self-reliant, so that the taxpayer does not have to bear the losses that banks make; and is effective and efficient at providing the basic banking services of safeguarding retail deposits, operating secure payments systems, and efficiently channelling savings to productive investments in the economy. Stability is crucial and UK banks should have more equity capital and loss-absorbing debt - beyond what has so far been internationally agreed - and their retail banking activities should be structurally separated, by a ring-fence, from wholesale and investment banking activities. The Commission also address competition, which has not been properly effective in UK retail banking. They recommend a seamless switching system based on redirection for personal and small business current accounts, free of cost and risk, complemented by measures to enhance transparency. The new Financial Conduct Authority should have a clear duty to promote effective competition. Structural reform should be complete by the Basel implementation date of 2019 at the latest. These reforms would result in better-capitalised, less leveraged banking more focused on the needs of savers and borrowers in the domestic economy. At the same time UK banks would be free to flourish in global markets, but without UK taxpayer support.

Book excerpt: Much is published about the Bank of England's policy functions and its financial operations. But less is typically known about the Bank's role as a bank in the more traditional sense, offering accounts and banking services to its customers. The three main customer groups to which the Bank provides banking services are: the UK(Government; overseas central banks; and certain other financial institutions, such as central counterparties. The Bank's approach is not to compete with commercial banks, but to provide banking services where doing so supports its mission and in particular its objective to maintain financial stability.

Book excerpt: Excerpt from History of the Bank of England and Its Financial Services to the State But though the Bank Of England was at its origin rather an incident Of State finance than the foundation Of a national banking system, its services to the State were very narrowly restricted by statute. It is curious to note that those exchequer functions which it afterwards under took, and Whose gradual assumption it is the principal Object of this book to trace, are not even referred to in the original act and charter. The fact is that the Bank Of England, like most really English institutions, was case made; it owed its form and functions not to systematic planning, but to attempts to meet emergencies as they from time to time arose. Thus the running cash note, which afterwards became the most effective banking instru ment Of the English bank, was an evasion, even if not (as Often alleged) a positive infraction of its charter. The Charter only contemplated an issue Of sealed bills, strictly limited in amount to the capital subscribed. If this was SO with its banking methods, it was equally the case with its relations to the Exchequer. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. Book excerpt: Synthesizes the empirical literature on organizationalstructuring to answer the question of how organizations structure themselves --how they resolve needed coordination and division of labor. Organizationalstructuring is defined as the sum total of the ways in which an organizationdivides and coordinates its labor into distinct tasks. Further analysis of theresearch literature is neededin order to builda conceptualframework that will fill in the significant gap left by not connecting adescription of structure to its context: how an organization actuallyfunctions. The results of the synthesis are five basic configurations (the SimpleStructure, the Machine Bureaucracy, the Professional Bureaucracy, theDivisionalized Form, and the Adhocracy) that serve as the fundamental elementsof structure in an organization. Five basic parts of the contemporaryorganization (the operating core, the strategic apex, the middle line, thetechnostructure, and the support staff), and five theories of how it functions(i.e., as a system characterized by formal authority, regulated flows, informalcommunication, work constellations, and ad hoc decision processes) aretheorized. Organizations function in complex and varying ways, due to differing flows -including flows of authority, work material, information, and decisionprocesses. These flows depend on the age, size, and environment of theorganization; additionally, technology plays a key role because of itsimportance in structuring the operating core. Finally, design parameters aredescribed - based on the above five basic parts and five theories - that areused as a means of coordination and division of labor in designingorganizational structures, in order to establish stable patterns of behavior.(CJC).
