The AOC asked the Institute of Government to conduct a study to evaluate the MSC program. This publication describes the study's results. The report indicates that the program has achieved some of its objectives but could be even more effective.

Mediation gave judges flexibility to weed out minor cases and process others more quickly. However, these changes were not so great as to put a dent in settlement or trial rates, and Hartley concludes that while changes in court procedures have effects, researchers need to examine the behavior of actors in depth in order to discover these effects.

When we were invited to edit a volume on justice in law, we joked about the small topic we had been assigned. Often humor masks fear, and this was certainly one of those times.
