Part of the infrastructure to spread this view of the nation were institutions publishing literary and scientific texts in the national language. Book excerpt: In preparation for the peace conference that was expected to follow World War I, in the spring of 1917 the British Foreign Office established a special section responsible for preparing background information for use by British delegates to the conference. Russian Poland, Lithuania and White Russia is Number 44 in a series of more than 160 studies produced by the section, most of which were published after the conclusion of the 1919 Paris Peace Conference. The study deals with parts of the Kingdom of Poland acquired by Russia in the 18th-century partitions of Poland (and confirmation of those partitions in 1815 at the Congress of Vienna) as well as the three Lithuanian provinces of the Russian Empire (Grodno, Kovno, and Vilna), and the three provinces (Vitebsk, Mohilev, and Minsk) known as White Russia (present-day Belarus). The book includes sections on physical and political geography, political history, social and political conditions, and economic conditions. The total population of Russian Poland in 1914 was 13,335,400, of whom more than 75 percent were Polish. Minority populations in the country included Jews, Germans, Lithuanians, and Ukrainians (Ruthenians). In Lithuania and White Russia, the population of some 12,000,000 consisted mainly of Belarusians, Jews, and Lithuanians. Much of the study concerns the future of this ethnically and linguistically diverse region. The Lithuanian National Council, at a convention in Petrograd (Saint Petersburg) in May 1917, had issued a call for complete Lithuanian independence, while the Polish political parties had issued a declaration calling for the creation of a Polish-Lithuanian union. The study examines the merits of these conflicting positions, and the potential for conflict with Russia should the Polish proposals be adopted. Following the Paris Peace Conference, Poland and Lithuania were reconstituted as separate sovereign states. The appendix includes the texts (in French) of the Lithuanian and Polish statements on postwar independence.

Book excerpt: In the second half of the eighteenth century, an intellectual discourse developed in Livonia which shed light on the disastrous social conditions of the indigenous population. This book examines the premise that the resulting "nationalization" of the Latvians occurred in the 1780s and 1790s as a result of a German Enlightenment in Livonia. It investigates the role that eighteenth-century anthropological, ethnographical, historical, and cultural ideas played in this process of "nationalizing" the Latvians, and focuses on the development of the arguments for agrarian and social change by proponents of reform in Livonia at this time. The work investigates the historical structures and processes that shaped the agrarian constitution of Livonia's society up to and including the eighteenth century. This involves a comparative historical analysis of critical aspects relevant to the transformation of the agrarian and social reform discourse in Livonia in the second half of the eighteenth century and its ramifications on how the Latvians were perceived by Germans within Livonia and beyond. The introduction and dissemination of Enlightenment thought in Livonia, with particular reference to the Livonian agrarian and social reform discourse, is also explored. Utilizing primary sources, some relatively unknown such as the Briefe of Andreas Meyer, this study provides first-hand historical perspectives on Livonian society and German attitudes towards the indigenous population. The main writers and works of the Livonian agrarian and social reform discourse in the 1780s and 1790s are also studied. The works of Johann von Jannau (1753-1821), Heinrich Wilhelm Christian Friebe (1761-1811), Karl Philip Michael Snell (1753-1806), and Garlieb Helwig Merkel (1769-1850) are considered central to the Livonian agrarian and social reform discourse of the late 1780s and 1790s. Some monographs, essays, and articles in Hupel's publications, particularly the Nordische Miscellaneen, are also considered. It is purported that the first steps towards the "nationalization" of Latvian identity occurred as the result of new historical, anthropological, cultural, and ethnographical approaches to the agrarian and social issues of Livonia during this time. Culture, history, and language are central to the nationalization of identity and are key components in the theoretical considerations investigated. The literary discourse had implications that were significant in shaping and reshaping historical and cultural identity in the national awakenings of the Latvians at various stages in their history since the late eighteenth century. The way social, political, cultural, and ethnic relationships were understood and articulated was transformed by this late eighteenth-century discourse, in effect, "nationalized," as predominantly German theologians and writers sought to elevate and see dignity and authentic cultural value in the language and national character of the Latvians. This is an important and comprehensive volume for those in history and European studies.

Here he bought a farm, got married, and then sold the estate and moved back Latvia with his wife in September 1853 to live in his parents house during the winter months. Here his wife gave birth to their first child, Walter, in November 1853. In the spring, Friedrich moved back to Germany with his family to establish an art and book business. When he was an adult, Walter von Boetticher, a medical doctor, came to visit his place of birth and to meet his relatives in Courland (a region in Latvia, also known as Kurland). Talking to his uncle Emil von Boetticher, he suggested that they research and write the first News about the von Boetticher Family. Walter wrote the first book about the history of the Courlandic branch of the von Boetticher family. Emil von Boetticher then wrote about his life and family with the help of numerous letters he had found that were written some 50 years earlier. This great work makes up the second book Both men did outstanding work for all the future generations of the von Boetticher family. The original books were printed in Bautzen, Germany, in 189192. These were then reprinted in Hannover, Germany, in 2012. The books were translated between 2013 and 2015 from the original German text in the reprinted edition.
