In such areas computerized mathematical models are indispensable tools. They both inform and guide planners, policy makers, and stakeholders, on how best to balance supplies and demands while meeting complex regulatory requirements required ensuring safety, reliability, and sustainability of associated water resources. They are also increasingly impacted by the challenges of climate change. This research focuses on the integration of a reservoir operation system model for allocations, an integrated hydrological simulation model for physically routing surface water and groundwater, and the hydrology driving both models, together to address such needs. The models discussed are generic and therefore applicable to many areas. The models are the Integrated Water Flow Model IWFM, and the reservoir operation/allocation model WRIMS (Water Resources Integrated Modeling Suite). This research tests these models and their coupling in a complex example in California. The application of IWFM called California Central Valley Simulation model (C2VSIM) is linked to an application of WRIMS for the CVP/SWP systems in the Central Valley (developed as part of this research) to simulate key reservoirs for water allocation. Artificial Neural Network (ANN) techniques are also presented to improve hydrologic inputs to the models. The resulting tools and suggested approach for using these tools are applied to two examples: a proposed conjunctive use study in the Central Valley and a study to examine the impacts of global warming on upper watershed flows to downstream storage and allocations.

Dam installments fragment river systems, and reservoir operations alter flow regimes. The total storage capacity of existing global reservoirs is large enough to hold one sixth of annual continental discharge to global oceans. Due to growing energy demands, hundreds of large dams are being built and planned around the world, especially in the developing countries. Therefore, there is an urgent need to develop a better understanding of the impact of the existing and new dams on hydrological, ecological, agricultural, and socio-economic systems. Owing to increasing computational power and needs to understand and simulate processes in small-scale, hydrological models are advancing towards hyper-resolution global hydrological models. One of benefits of the increased spatial resolution is that the dynamics of surface water inundation over natural river-floodplain systems and manmade reservoirs can be explicitly represented; however, existing global models are not capable of simulating the river-floodplain-reservoir inundation dynamics in an integrated manner. This dissertation addresses this important standing issue by developing a high-resolution, continental-scale model to simulate the spatial and temporal dynamics of reservoir storage and release, thus paving pathways toward hyper-resolution surface water modeling in continental- to global-scale hydrological and climate models. The newly developed model is applied to simulate reservoirs within the contiguous United States (CONUS) and the Mekong River Basin (MRB) in Southeast Asia. With respect to the model development, the following advances are made over the previous global reservoir modeling studies: (1) an existing algorithm for reservoir operation is improved by conducting analytical analysis and numerical experiments and by introducing new calibration features for reservoir operation; (2) the spatial extent and its seasonal dynamics of reservoirs are explicitly simulated and reservoirs are treated as an integral part of river-floodplain routing, thus reservoir storage is no longer isolated from river and floodplain storages; and (3) a novel approach for processing and integrating high-resolution digital elevation models (DEMs) in river-floodplain-reservoir routing is introduced. The newly developed reservoir scheme is integrated within the river-floodplain routing scheme of a continental hydrological model, LEAF-Hydro-Flood, which is set for the CONUS, where abundant data are available for model validation. Then, the reservoir scheme is integrated into a global hydrodynamics model, CaMa-Flood, to investigate the historical impact of manmade reservoirs in the MRB that is experiencing an unprecedented boom in hydropower dam construction. Using the new scheme, the role of flood dynamics in modulating the hydrology of the MRB and the potential impact of flow regulation by the dams on the inundation dynamics are investigated. The significance of hydrologic effect of increasing dams is compared with that of climate variability. The fully coupled river-reservoir-floodplain storage simulation approach presented in this dissertation provides an advancement in hydrological modeling in terms of the representation of surface water dynamics, which is indispensable for better attribution of the observed changes in the water cycle, prediction of changes in water resources, and the understanding of the continually changing environmental and ecological systems.

Book excerpt: Integrated watershed models describe the land-phase of hydrologic cycles by coupling processes such as canopy interception, infiltration, recharge, evapotranspiration, overland flow, vadose zone flow, groundwater flow, and channel routing. This modeling scheme serves as an important strategy for understanding the moisture redistribution processes across the watershed and river-basin landscape. For example, the Penn State Integrated Hydrologic Model (PIHM) has successfully been applied to explain the impacts of antecedent soil moisture on peak streamflow and timing. However, due to the heavy computational cost of solving integrated models with complex model structure, efficient parameter estimation for PIHM is a major computational and algorithmic challenge. The focus of this dissertation has four main themes: (1) develop an efficient calibration strategy for PIHM; (2) develop a weighted-objective calibration scheme for multi-variable distributed parameters (e.g., streamflow, water table depth, and eddy flux data); (3) test the parameter-estimation process for spatial shallow groundwater calibration of PIHM using national wetland geospatial data (National Wetland Inventory: NWI); (4) extend the capabilities of PIHM for linking vegetation dynamics from an ecosystem model and evaluating the importance of vegetation growth in water balance studies.The temporal and geospatial complexity of the data requirements for integrated and fully coupled catchment models increases the difficulty of applying parameter optimization in real watershed applications. In this research, a new strategy known as partition calibration was proposed to enable the automatic calibration of PIHM. The concept can be thought of as a "divide-and-conquer algorithm," where the parameter space is divided into two or more sub-problems that can be solved sequentially. The first partition of the parameter vector is divided according to the two dominant time-scales of catchment hydrological processes: 1) event-scale hydrologic response parameters; and 2) seasonal-scale response parameters. Once divided, the event-scale group parameters and seasonal-scale group parameters are then calibrated sequentially. The second partition focused on the separation of the total calibration objective onto multiple targets to predict each observed hydrological variable. The "informativeness" of each calibration target was defined in terms of a weighted objective function. Application of the scheme suggested the use of an informativeness-based partitioning of streamflow, groundwater, and ET parameters and demonstrated that partition calibration was superior to both single-objective calibration and un-weighted average multi-objective calibration.Applications of the PIHM were found to be efficient with the partition calibration strategy. The first PIHM application involves characterization of the freshwater wetland response to climate change at seven catchments within the Susquehanna River Basin. In this case, streamflow time series and geospatial mapping of wetlands in the National Wetland Inventory (NWI) were used to calibrate the model to capture the distributed groundwater and streamflow dynamics. After calibration, the model was applied to an IPCC climate change scenario (2046-2065), and the modeling results suggested that upland groundwater levels were more sensitive to climate change than water levels of wetlands in lower parts of the catchment, as expected. In the final part of this research, long-term modeling of PIHM compared the role of fixed seasonal variation in LAI (Leaf Area Index) and a fully dynamic vegetation growth model. The community ecosystem model BIOME-BGC was linked to PIHM to test the hypothesis that default monthly LAI values are sufficient to represent long-term water balances in a catchment. By comparing model results for fixed LAI and dynamic LAI, it was demonstrated that fixed LAI is not sufficient for capturing interannual variability of forest vegetation and water flow dynamics, especially as it relates to the onset and growth of forest.

The formulation and constraints of the hydrodynamic model are outlined. The Sacramento Valley Integrated Reservoir Optimization Model is applied using inflow hydrograph data from the 1986, 1995 and 1997 floods to produce optimal releases from Shasta, Black Butte, Oroville, New Bullards Bar and Folsom reservoirs. The Shasta, Black Butte, Oroville and New Bullards Bar Reservoirs synchronize and alternate releases to minimize the combined peak flow downstream at the Fremont Weir. Folsom reservoir acts more independently and makes releases before and after peak upstream flows to use the downstream channel capacity efficiently. Releases depend on the travel time to river convergences and the flows accumulated from local runoff in addition to the penalty functions. The Sacramento Valley Integrated Reservoir Optimization Model results are compared with those of two previously constructed models, the Flood Control Optimization model and Hydrologic Engineering Center's ResSIM. Later when weir diversions are optimized, the flood control linear program improves performance by routing flood waves through the bypass systems more efficiently, which allows for greater releases and shifts the locations where flow penalties are accumulated. The analysis suggests that increased channel and diversion capacities at the Fremont Weir would most effectively improve the system.
