Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Available in PDF, EPUB and Kindle. Book excerpt: The implementation of welfare reform in North Carolina provided an opportunity to explore theories of welfare reform implementation and theories of bureaucratic power. While welfare reform implementation proceeded smoothly in many states, the unique political climate in North Carolina in 1996 forced a more transparent view of bureaucratic development and growing political independence. The political capacity of the bureaucracy to influence policy implementation contrary to legislative intent is often discussed but infrequently documented, and this work opens this subject for additional debate.

Available in PDF, EPUB and Kindle. Book excerpt: In the late 1960s, American society entered a period of rapidly accelerating social change. Certainty that U.S. vast scientific and technical capability would be able to find solutions to all problems began to turn to concern, as organizational efforts were unable to keep pace with new developments in a variety of areas. The health field, with its focus on the well-being of individuals, felt the impact of these changes particularly strongly. Medicines became more focused on isolated health practices, as the patient's needs were attended to within groups of unrelated biological systems. The emerging thought represented in this collection pushes for the perception of health as a right rather than as something to be earned. It argues that deprivation of life-saving and life-fulfilling opportunities to any populations should not be tolerated. The editors also demand more awareness of the implications of isolated health activities and make the case for a comprehensive total health care system. Health is no longer just a biological function; quality of life is also a concern.First published in 1971 by administrators of health agencies, teachers, and health personnel, this work presents perspectives on problems and interpretations of forces and issues that are of continuing importance to health administrators. The emphasis on the need to focus on the whole patient rather than just their illness, and on providing them with a good life, not just a disease free one, is still as valid today as it was when this volume was initially published.

Available in PDF, EPUB and Kindle. Book excerpt: In the early 1960s, the militant demands of some organizations of state and local government employees to participate in decisions about compensation and conditions of employment challenged many established concepts of public administration. A series of strikes revealed a lack of public policy and administrative techniques to cope with the problems presented by aggressive and innovative groups of public employees. Although civil servants had been organized in some communities for as long as fifty years, public attitudes about how such organizations should fit into the political and administrative systems were hazy in the 1960s, and official policies were fragmentary or nonexistent. Some states adopted legislation forbidding public employees to join certain types of organizations. Some highly industrial and urban states enacted legislation creating a system of employer-employee relations based on the theory of collective bargaining developed in industry. California, the most populous state, developed a public policy that differs considerably from the industrial model. In Organized Civil Servants, Winston W. Crouch analyzes factors in California’s political system that have tended to produce this policy. He also analyzes the efforts made to reconcile collective bargaining in the public service with the established concepts and procedures of the merit system of public employment. The ultimate outcome appears to depend on the scope of agreements negotiated between public employers and employee organizations at the bargaining table.
