Book excerpt: This open access handbook analyses the role of development cooperation in achieving the 2030 Agenda in a global context of ‘contested cooperation’. Development actors, including governments providing aid or South-South Cooperation, developing countries, and non-governmental actors (civil society, philanthropy, and businesses) constantly challenge underlying narratives and norms of development. The book explores how reconciling these differences fosters achievement of the Sustainable Development Goals.

Book excerpt: Master's Thesis from the year 2004 in the subject Politics - Topic: Development Politics, grade: sehr gut, Schiller International University , language: English, abstract: Development cooperation can be broadly defined as an effort to assist nation states, and their citizens and institutions to develop and thereby grow out of poverty. It usually consists of a transfer of money and/or knowledge from developed to developing countries to support development efforts in a wide range of areas, such as infrastructure, governance, market reform, poverty reduction, education, health care, etc. It is a relatively young field in international relations, evolving after World War II with the Marshall Plan. The Marshall Plan was designed to help Western Europe recover and to establish democratic states based on market economy and to meet the Soviet communist threat. The success of the Marshall Plan led the United States to conclude that this concept could also be applied to other parts of the world, mainly to protect them from any communist tendencies, but also to reduce poverty. National security interests, however, were the leading motive for development cooperation during the Cold War. The American foreign aid policy continues to focus on national security interests up to today. Other donor countries, for example France and Great Britain, were supporting their former colonies, aiming at securing their commercial interests and maintaining access to natural resources. Only the Scandinavian countries (Denmark, Sweden and Norway) and the Netherlands placed humanitarian motives above security and commercial interests and aimed at eliminating poverty from the very beginning of their development cooperation. To achieve their diverse and varied goals, donor countries employed various strategies and repeatedly changed them to respond to their non-efficiency. Development strategies were also influenced by development theorists and varied from simply supplying developing countries with what they were missing (mainly capital) with the expectation that the benefits would trickle down to the poor, to structural adjustment programs demanding strict economical and fiscal policies. After the end of the Cold War, the demand for developing countries to display democratic principles was then added as a requirement for receiving aid. Yet none of these strategies has been able to close the global poverty gap.

Available in PDF, EPUB and Kindle. Book excerpt: India is emerging as a key player in the development cooperation arena, not only because of the increasing volume and reach of its south-south cooperation but more so because of its leadership and advocacy for the development of a distinctly southern development discourse and knowledge generation. This book traces and analyses the evolution of Indian development cooperation. It highlights its significance both to global development and as an effective tool of Indian foreign policy. Focussing on how India has played an important role in supporting development efforts of partner countries in South Asia and beyond through its various initiatives in the realm of development cooperation, the book tracks the evolution, genesis, and the challenges India faces in the current international context. The contributions provide a rich mix of academic and government, policy and practice, Indian and external perspectives. Theory is complemented with empirical research, and case studies on countries and sectors as well as comparisons with other aid providing countries are presented. The book is of interest to researchers and policy makers in the field of development cooperation, the role of emerging powers from the South, international development, foreign policy and global political economy.

Book excerpt: Events of the past twenty years, including the Cold War and the War on Terror, have meant that the environments of international development co-operation have changed extensively, with dramatic consequences for development policies and North-South relations in general. Perspectives on European Development Cooperation takes stock of such changes, describing and analyzing the new European development agenda, including the role of the European Union. Essays by prominent authorities in the field examine the development policies of individual donor countries and focus on the principles and objectives governing aid strategies and the performances of these policies. This book will be of interest to students of development studies and those involved in determining development policy.

Book excerpt: Climate change, development and development cooperation are, individually and jointly, three politically sensitive, complex issues, especially in the context of relations between developed and developing countries. This book tackles these issues by combining theoretical, political, and practical perspectives, analysing the dominant paradigms and exploring the meaning of the concept of mainstreaming. At the practical level, it presents the results of case studies focusing on assistance provided by the European Union and key member states and the climate needs articulated by developing countries. At the political level, it highlights the sensitivities between developed and developing countries and examines the mainstreaming debate in various fora. This book is valuable for policymakers, academics, politicians and non-state actors working in the fields of development studies, international law, politics, international relations, economics, climate change, and environmental studies.

Available in PDF, EPUB and Kindle. Book excerpt: There is a broad and enduring international consensus that good governance and the rule of law are important for the attainment of sustainable development results. But recognizing that good governance is important for development is one thing; carrying out effective international programs to support improved governance is something very different. It seems logical that international cooperation efforts intended to help achieve such results should include programmatic support for these important elements. During the past 30 years the development cooperation agenda has expanded to include programs to strengthen a broad range of public institutions—parliaments, judicial systems, election bodies, municipal governments, anticorruption agencies, and human rights defenders—along with the related roles of civil society and the private sector. Over that time, lessons have been learned about working effectively in these sensitive areas at the intersection of economics, law, and politics. However, in many cases progress has been disappointing or the impact uncertain.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a rich addition to the existing knowledge on models of development partnership among developing countries. Unlike the Belt and Road Initiative (BRI), which exclusively focuses on physical infrastructure development with a strong financing component by China, the Asia–Africa Growth Corridor (AAGC) envisages a holistic approach toward development partnership based on the spirit of triangular cooperation, demystifying the donor-recipient model of development cooperation. By integrating four distinct pillars of cooperation – connectivity and physical infrastructure, capacity building and skill development, development cooperation projects, and people-to-people and business-to-business partnerships – the book provides a succinct account of how a demand-driven people-centric model of engagement among Asian and African countries could help achieve inclusive and sustainable development without creating any fatal dependence on specific countries or institutions for external funding. In sixteen chapters, the book covers various theoretical, analytical, and policy discussions with respect to the concept and modalities of the growth corridor approach under the free, open, and inclusive Indo-Pacific; potential opportunities and challenges in economic sectors and fields like agriculture, manufacturing, trade and investment, urbanization, industrialization, human resource development, and the blue economy; social sector priorities including health, education, skill development, disaster management, and women’s participation; and policy issues relating to trade facilitation, the identification of joint projects, modalities and instruments of project execution, and related aspects. The book offers a valuable resource for students and research scholars working in the fields of development economics, development cooperation, international political economy, and international economic relations. It also serves as a handbook for governments and policymakers on issues concerning the suitability of development projects, sources of and innovations in financing, implementation and execution challenges, private sector involvement, and so on.

Promoting equitable broad-based growth in order to alleviate poverty, calls for a new understanding of the principles of development assistance, good governance, transparency, ownership, and accountability. In the ever-changing arena of global development governance, South-South Cooperation (SSC) entails diverse forms of cooperation among developing countries. This book presents novel approaches to further South≠South Cooperation (SSC) on a global scale. The evolving aid architecture and mounting development challenges demand an urgent and critical review of existing aid modalities, policy-making and forums for international cooperation.
