Book excerpt: The main objective of this report is to review the monitoring and evaluation (M&E) frameworks, tools and guidance documents that are available for climate-smart agriculture (CSA), and in particular for objective (“pillar”) two on adaptation and resilience. The report is a literature review and does not propose a new methodology. It is not an exhaustive list, but summarises the main M&E frameworks. This report represents the first step towards the development of operational guidelines for the design and implementation of national M&E frameworks for CSA, to be developed during the first quarter of 2019. The envisioned operational guidelines will address the core constraints and needs of Member States on both the design and implementation of an M&E system that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda climate instruments. These guidelines will address the principal need expressed by Member States that M&E systems and indicators should be simple and not onerous. The intended users are practitioners designing CSA projects at country level and policy-makers coordinating national-sector monitoring and reporting efforts on climate change under the following three global agreements: the United Nations 2030 Agenda for Sustainable Development, the Sendai Framework for Disaster Risk Reduction, and the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement of 2015.

Book excerpt: The Maghreb's oases systems provide a major contribution to the region's food security, economy and protection of natural resources and play an essential role in the settlement of populations through job creation. Despite this potential, oasis ecosystems are threatened by a range of complex factors related to the expansion of agricultural land, increasing scarcity of water resources and competition for water. The project “Adaptive management and monitoring of the Maghreb's oases systems", implemented by FAO in Tunisia, Morocco and Mauritania from May 2016 to December 2019, brought together several key stakeholders from these three oasis countries, in order to address the lack of available information on the status of oases and to advocate on factual bases shared by all stakeholders and verifiable in the field. The project, which adopted a participatory approach, achieved its results, including strengthening the institutional and technical capacities for the management of oasis production systems, and those of local stakeholders to disseminate knowledge and deliver training on good practices. In terms of concrete achievements, all project components were implemented, except for the monitoring and evaluation component, which had mixed results. In the three countries, at different levels, efforts still need to be made to finalize the introduction of data into the Geographic Information System (GIS) and to ensure the adaptive management of the oases as envisaged by the project. In view of the role of oases as a crossroads of civilisations and a fundamental model of sustainability, it is important for FAO to establish an oasis data management system within FAOSTAT.

There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.
