Book excerpt: This paper discusses the salient features of recent developments and outlines the prospects for trade policy by highlighting the main issues that will determine the scope and timing of liberalization under a possible new General Agreement on Tariffs and Trade (GATT) round of multilateral trade negotiations. As the more advanced developing countries acquire the skills and investments to diversify exports toward more sophisticated manufactured products, restrictions against them tend to multiply. These not only impede the export prospects of the developing countries directly affected, but also slow specialization and diversification, thus severely affecting the smaller developing country exporters. Across-the-board protectionist measures have been avoided in the industrial countries because it is widely acknowledged that trade restrictions and protectionism are inappropriate responses to exchange rate developments. Exchange rate movements reflect financial flows as well as trade flows, and the importance of exchange rates that correspond to underlying economic fundamentals is unquestioned.

Available in PDF, EPUB and Kindle. Book excerpt: Barter or countertrade is the oldest form of trade--dating back to man's earliest history. During the past ten years, countertrade has become an increasingly important part of international trade. At the same time, interest in countertrade has been growing rapidly. This work, the product of an international conference held in the Spring of 1985, focuses on the managerial aspects of international countertrade. The heart of the book focuses upon such technical aspects of countertrade as financing, law, operations and strategy, and proposes the development of a marketable security for countertrade credits. Also considered are the facilitators of countertrade--countertrade traders, switch traders, and merchants, and accounting and tax aspects of countertrade.

Available in PDF, EPUB and Kindle. Book excerpt: An institutional approach to explaining countertrade and barter in international trade and domestic trade in transition economies. Difficulties in contract enforcement impede international transactions in the world economy and domestic transactions in transition economies. In Contracts in Trade and Transition, Dalia Marin and Monika Schnitzer explain how barter as an economic institution can facilitate contract enforcement across national borders in international trade and within borders in transition countries. The authors show that international countertrade—tying an export to an import—emerged in the 1980s in response to the international debt crisis when Western creditors refused to finance imports to developing countries and Eastern Europe. Barter—the exchange of goods without the use of money—reemerged in transition economies in the 1990s in response to a domestic debt crisis when banks in transition countries were reluctant to provide finance to firms. Countertrade and barter introduce a deal-specific form of collateral that addresses the lack of creditworthiness of countries and firms. Drawing on contract theory, the authors argue that parties might want to pay in goods rather than cash or link an export with an import as in countertrade to solve incentive problems that otherwise would prevent any trade from taking place. The incentive problems they discuss are the technology transfer problem to developing countries and the "lack of trust" problem in the former Soviet Union.
