This strategy, and US counterinsurgency doctrine in general, fail to recognize that despite a shared aim of defeating an insurgency, the US and its local partner frequently have differing priorities with respect to the conduct of counterinsurgency operations. Without some degree of reform or policy change on the part of the insurgency-plagued government, American support will have a limited impact. Using three detailed case studies - the Hukbalahap Rebellion in the Philippines, Vietnam during the rule of Ngo Dinh Diem, and the Salvadorian Civil War - Ladwig demonstrates that providing significant amounts of aid will not generate sufficient leverage to affect a client's behaviour and policies. Instead, he argues that influence flows from pressure and tight conditions on aid rather than from boundless generosity.

Book excerpt: Potential U.S. allies in counterinsurgencies linked to al-Qaida frequently suffer from four types of problems: illegitimate and repressive regimes; civilian-military tension manifested by fears of a coup; economic backwardness; and discriminatory societies. Because of these problems, allies often stray far from the counterinsurgency (COIN) ideal, both militarily and politically. Their security service culture often is characterized by poor intelligence; a lack of initiative; little integration of forces across units; soldiers who do not want to fight; bad leadership; and problems with training, learning, and creativity. In addition, the structural weaknesses have a direct political effect that can aid an insurgency by hindering the development and implementation of a national strategy, fostering poor relations with outside powers that might otherwise assist the COIN effort, encouraging widespread corruption, alienating the security forces from the overall population, and offering the insurgents opportunities to penetrate the security forces. Washington must recognize that its allies, including these security forces, are often the source of the problem as well as the solution. The author argues that the ally's structural problems and distinct interests have daunting implications for successful U.S. counterinsurgency efforts. The nature of regimes and of societies feeds an insurgency, but the United States is often hostage to its narrow goals with regard to counterinsurgency and thus becomes complicit in the host-nation's self-defeating behavior. Unfortunately, U.S. influence often is limited as the allies recognize that America's vital interests with regard to fighting al-Qaida-linked groups are likely to outweigh any temporary anger at an ally's brutality or failure to institute reforms. Training, military-to-military contacts, education programs, and other efforts to shape their COIN capabilities are beneficial, but the effects are likely to be limited at best.

Understanding Insurgency: Insurgencies date to the earliest forms of government and will continue to exist as long as the governed harbor grievances against authority that they believe cannot be resolved by peaceful means. What is an insurgency? The Department of Defense (DOD) defines insurgency as "an organized movement aimed at the overthrow of a constituted government through use of subversion and armed conflict." Simply put, an insurgency is a struggle between a non-ruling group and their ruling authority. Insurgents use political resources, to include the increased use of the media and international opinion, as well as violence to destroy the political legitimacy of the ruling authority and build their own political legitimacy and power.1 Examples of this type of warfare range from the American Revolution to the present situation in Iraq. The conflict itself can range from acts of terrorism to the more conventional use of the media to sway public opinion. Whatever form the insurgency takes, it serves an ideology or political goal. What are the root causes of an insurgency? For an insurgency to flourish, a majority of the population must either support or remain indifferent to insurgent ideals and practices. There must be a powerful reason that drives a portion of the populace to armed opposition against the existing government. Grievances may have a number of causes, such the lack of economic opportunity, restrictions on basic liberties, government corruption, ethnic or religious tensions, or the presence of an occupying force. It is through this line of thought or ideal that insurgents attempt to mobilize the population. Understanding Counterinsurgency: What is counterinsurgency?-DOD defines counterinsurgency as "those military, paramilitary, political, economic, psychological, and civic actions taken by a government to defeat insurgency. Also called "COIN." The United States uses a wide breadth of national capabilities to defeat insurgencies through a variety of means. The Department of State (DOS), Central Intelligence Agency (CIA) and Department of Justice (DOJ) use country teams to generate strategic objectives and assist the host nation government. The military may support those efforts by employing conventional forces, in combination with Special Operations Forces (SOF), in a variety of activities aimed at enhancing security and/or alleviating causes of unrest.

Lawrence's description of counterinsurgency (COIN) analogous to “eating soup with a knife,” has new meaning in our contemporary military. It describes our kinetic conventional army (the knife) painstakingly operating in a nebulous environment (the soup), attempting to kill or capture terrorists. This monograph adapts the US military's sustainment and support capabilities to provide the military a counterinsurgency “spoon,” through the theory of stability power. This thesis determines if the US Military's conduct of COIN operations requires the assignment of combat sustainment and support units as the main effort. In assigning these units this new decisive role, the military maximizes their intrinsic organizational advantages in nonkinetic stability operations. Such stability operations encompass what is decisive in defeating an insurgency. However, the design of current combat power analysis tools is not applicable for stability operations. The determination of a unit's capability in stability operations requires a new analysis model. Therefore, the military needs Relative Stability Power Analysis. Defining an organization's relative stability power is its ability to simultaneously represent all the elements of national power in proportion to the scale of the intervention, to stabilize a failing state. Assessing a unit's ability to do this is a hybrid model of systems theory, the military's logistical estimate model, and the relative combat power analysis tool. Military affairs experts require such a model to justify how many troops are required in the “clear” and “hold” phases and the requirements of the “build phase” in COIN operations. Placing these “build” requirements against the capabilities of the coalition determines operational shortfalls. Requirements-capabilities-shortfalls in Security, Water, Electricity, Academics, Transportation, Medical, and Sanitation (SWEAT-MS) describe Relative Stability Power Analysis. As the theory of stability power requires a new analytical model, it also requires a new concept of employment. A concept of employing stability power is a hybrid of subject matter on counterinsurgency, crisis response, and domestic policing. Testing this concept in a realistic scenario assists in evaluating its advantages and disadvantages. The scenario is a sustainment brigade (SUS BDE) operating as a Stability Reconstruction Sustainment Brigade (SRSB) securing the northern Iraqi city of Mosul in 2004. A commander that actually operated in this region during this time (COL H.R. McMaster, 3d Armor Cavalry Regiment) determines if it is feasible, acceptable, and suitable to employ sustainment units in this new capacity. This work concludes by submitting recommendations on how to employ stability power immediately, in the next few years and long term. Short-run recommendations include implementing attributes of stability power under Brigade Combat Team (BCT) control. Such attributes as assigning forward support companies to Iraqi security forces, and building combat outpost or micro operating bases securing the deliverance of essential public goods. In the midterm, relieving BCTs with SRSBs allows for the full economy of force advantages in employing stability power. The major significance of instituting SRSBs is expanding the pool of available units from only BCTs to all brigades capable of fighting COIN. This facilitates the army's ability to maximize the inherent advantages of all its forces. In the long-term, much as the US Army Air Corps became the US Air Force, this Stability and Reconstruction Forces (SRF) splits from the Army into a separate service. A SRF corps advances the US national capacity to conduct stability and reconstruction operations. In all, this vision of a force with balanced combat and stability power may prove the only acceptable alternative to meet the immediate emergency and security requirements of a failing state.
