Book excerpt: The counterinsurgencies (COIN) in Iraq and Afghanistan require high levels of intelligence, surveillance, and reconnaissance (ISR) support. The operational component charged with providing much of the ISR to support these COIN operations is the Combined Forces Air Component Commander (CFACC). Unfortunately, the air component finds itself ill-equipped to handle the ISR challenges of COIN because it still adheres to a Major Theater War (MTW) doctrine that emphasizes the detection and destruction of conventional targets, a lengthy planning process, and support to operational-level commanders. However, OIF and OEF COIN operations are centered around lower echelon commanders who face a multitude of different insurgent groups fighting with asymmetric means. U.S. ground commanders therefore need flexible, time-sensitive ISR support from the CFACC to assist them in combating an unconventional enemy. This paper reviews the historical development of the CFACC construct and discusses is MTW roots. It explains the ISR requirements of U.S. commanders in Iraq and Afghanistan and the CFACC's deficiencies in meeting these needs. Finally, the paper proposes an alternative approach to managing ISR and recommends solidifying these changes in doctrine.

Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

Book excerpt: Intelligence, Surveillance, and Reconnaissance support to counterinsurgency operations is significantly different from the support necessary for conventional, major theater warfare based upon the command levels of planning and execution, the developing nature of "wicked" problems within a counterinsurgency, and the competing needs for highly limited resources. The U.S. Air Force, however, maintains an organizational structure optimized for conventional warfare at the expense of the responsiveness and flexibility necessary to conduct ISR operations in coordination with supported maneuver elements. This thesis identifies the problems encountered by the ISR community in supporting counterinsurgency operations and makes several recommendations for mitigating those problems, among them the development of a dynamic organizational design, a request and tasking process that manages both ISR and operations assets with a focus on the disparate needs of responsible commanders, and the transition to a doctrine focused on real-time ISR integration with, rather than preliminary support to, operations. The doctrine proposed by this thesis is exportable to non-military operations to include disaster recovery and humanitarian relief operations.

Book excerpt: This book presents a theory and empirical evidence for how security forces can identify militant suspects during counterinsurgency operations. A major oversight on the part of academics and practitioners has been to ignore the critical antecedent issue common to persuasion and coercion counterinsurgency (COIN) approaches: distinguishing friend from foe. This book proposes that the behaviour of security forces influences the likelihood of militant identification during a COIN campaign, and argues that security forces must respect civilian safety in order to create a credible commitment to facilitate collaboration with a population. This distinction is important as conventional wisdom has wrongly assumed that the presence of security forces confers control over terrain or influence over a population. Collaboration between civilian and government actors is the key observable indicator of support in COIN. Paradoxically, this theory accounts for why and how increased risk to government forces in the short term actually improves civilian security in the long run. Counterinsurgency, Security Forces, and the Identification Problem draws on three case studies: the Huk Rebellion in the Philippines post-World War II; Marines Corps’ experiences in Vietnam through the Combined Action Program; and Special Operations activities in Iraq after 2003. For military practitioners, the work illustrates the critical precursor to establishing "security" during counterinsurgency operations. The book also examines the role and limits of modern technology in solving the identification problem. This book will be of interest to students of counterinsurgency, military history, strategic studies, US foreign policy, and security studies in general.
