This volume in the Die Wehrmacht im Kampf series offers detailed analysis of a number of operations on the Eastern Front during World War II to draw out universally applicable principles of counter-strike operations and “agile defense.” The combat examples discussed including delaying operations in Southern Ukraine in March 1944; defensive operations Nikopol and Moldau; and counter-strikes undertaken by panzer divisions and panzerkampfgruppen in operations in November 1943 and May 1944. Combat examples are fully described with maps and diagrams, followed by detailed lessons learned and an explanation of consequences of the operation. The author, F.M. von Senger und Etterlin, himself took part in all of the combat operations described as a young officer leading armored troops. He would later go on to hold the rank of four-star general in the Bundeswehr and his final assignment was CINCENT.

The report pinpointed four parameters of interest to focus on: target set, accuracy, basing, and kill mechanism. In addition, the author was asked to assess each alternative strike capability using four principal measures of effectiveness and issue specific recommendations for preferred approaches based on specific dominate requirements. Book excerpt: Advances in information technology have led us to rely on easy communication and readily available information--both in our personal lives and in the life of our nation. For the most part, we have rightly welcomed these changes. But information that is readily available is available to friend and foe alike; a system that relies on communication can become useless if its ability to communicate is interfered with or destroyed. Because this reliance is so general, attacks on the information infrastructure can have widespread effects, both for the military and for society. And such attacks can come from a variety of sources, some difficult or impossible to identify. This, the third volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore the opportunities and vulnerabilities inherent in the increasing reliance on information technology, looking both at its usefulness to the warrior and the need to protect its usefulness for everyone. The Strategic Appraisal series is intended to review, for a broad audience, issues bearing on national security and defense planning.

Book excerpt: In 200, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT & L)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.

Book excerpt: China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.

Available in PDF, EPUB and Kindle. Book excerpt: How the character of war is changing and how militaries can successfully adapt to meet the challenge This book by military strategist Andrew F. Krepinevich, Jr., is the definitive take on the race for military dominance in the twenty-first century. It shows how militaries that successfully pursue disruptive innovation can gain a major advantage over their rivals, while those that fail to do so risk exposing their countries to great danger. The Precision Warfare Revolution introduced by the U.S. military in the First Gulf War found the United States enjoying a near monopoly in this form of warfare for several decades. But now other powers have these capabilities. The U.S. military also confronts an emerging military revolution driven by advances across a wide range of technologies--from artificial intelligence and synthetic biology to quantum computing and additive manufacturing. To stay competitive, the U.S. military must pursue disruptive innovation in a race with other militaries to exploit war's changing character. Clues exist as to the winner's identity. They are revealed by militaries that went beyond the bounds of mere innovation to overturn the existing forms of warfare, changing the course of history and the fate of nations. Through exploring their experiences, Krepinevich shows how the U.S. military can win the race to identify and exploit the "next big thing" in warfare.

Book excerpt: Inside the Pentagon's secretive and revolutionary new strategy to fight terrorism--and its game-changing effects in the Middle East and at home In the years following the 9/11 attacks, the United States waged a "war on terror" that sought to defeat Al Qaeda through brute force. But it soon became clear that this strategy was not working, and by 2005 the Pentagon began looking for a new way. In Counterstrike, Eric Schmitt and Thom Shanker of The New York Times tell the story of how a group of analysts within the military, at spy agencies, and in law enforcement has fashioned an innovative and effective new strategy to fight terrorism, unbeknownst to most Americans and in sharp contrast to the cowboy slogans that characterized the U.S. government's public posture. Adapting themes from classic Cold War deterrence theory, these strategists have expanded the field of battle in order to disrupt jihadist networks in ever more creative ways. Schmitt and Shanker take readers deep into this theater of war, as ground troops, intelligence operatives, and top executive branch officials have worked together to redefine and restrict the geography available for Al Qaeda to operate in. They also show how these new counterterrorism strategies, adopted under George W. Bush and expanded under Barack Obama, were successfully employed in planning and carrying out the dramatic May 2011 raid in which Osama bin Laden was killed. Filled with startling revelations about how our national security is being managed, Counterstrike will change the way Americans think about the ongoing struggle with violent radical extremism.

Available in PDF, EPUB and Kindle. Book excerpt: What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Book excerpt: “A comprehensive study of the bittersweet post WWII history of British naval aviation . . . will become a standard reference for its subject.”—Firetrench In 1945 the most powerful fleet in the Royal Navy’s history was centered on nine aircraft carriers. This book charts the post-war fortunes of this potent strike force; its decline in the face of diminishing resources, its final fall at the hands of uncomprehending politicians, and its recent resurrection in the form of the Queen Elizabeth class carriers, the largest ships ever built for the Royal Navy. After 1945 “experts” prophesied that nuclear weapons would make conventional forces obsolete, but British carrier-borne aircraft were almost continuously employed in numerous conflicts as far apart as Korea, Egypt, the Persian Gulf, the South Atlantic, East Africa and the Far East, often giving successive British Governments options when no others were available. In the process the Royal Navy invented many of the techniques and devices crucial to modern carrier operations angled decks, steam catapults and deck-landing aids while also pioneering novel forms of warfare like helicopter-borne assault, and tactics for countering such modern plagues as insurgency and terrorism. This book combines narratives of these poorly understood operations with a clear analysis of the strategic and political background, benefiting from the author's personal experience of both carrier flying and the workings of Whitehall. It is an important but largely untold story, of renewed significance as Britain once again embraces carrier aviation. “Makes a timely and welcome appearance . . . will make compelling reading for those with serious concern for our naval affairs.”—St. Andrews in Focus
