Book excerpt: Executive Order 12866, issued on September 30, 1993, directed Federal Government agencies to undertake a far-reaching review of their regulatory process and practices. One aspect of this review was to examine and improve as necessary the methods used for assessing the benefits and costs of regulatory actions. In complying with the directives of EO 12866, the Federal Aviation Administration (FAA) initiated a search for ways to improve and expand its analytical capabilities and products, especially those related to benefit-cost analysis (BCA) methodology. In this connection, FAA asked the Transportation Research Board (TRB) to convene a group of experts, skilled in economic analysis and statistics, for the purpose of reviewing FAA's current methods of economic analysis and suggesting new approaches, refinements, or supplements to conventional BCA methods. This circular is a summary of the results of a workshop on BCA conducted by TRB in April 1996. At FAA's request, the focus of the workshop was on analysis of benefits, a concentration that stemmed from FAA's experience that costs are relatively easier to quantify than benefits and are not particularly difficult to estimate.

The FAA is able to justify its investment in the NAS Plan by a cost/effectiveness argument. The benefits and costs to the aviation users are the focus of this report. By using example cases to quantify a portion of the potential dollar benefits that would be available to the aviation user as a result of the FAA's implementation of its NAS Plan, this report concludes that the added benefits to the users exceed the users' added costs in avionics equipment by a large margin. The projected INACS costs have been structured to permit a near direct cost comparison with like subsystem elements in the present system. The summary of present day system communication costs projected from 1974 through the year 2001 was provided by the Policy Analysis Division, AVP-200, Office of Aviation Policy. The cost estimates presented are subject to change, refinement, and validation by cost benefit analyses work to be conducted under Phase I of the INACS program as set forth in the document FAA-INACS-061-221-P1, dated October 1, 1975, titled, 'INACS Phase 1 Program Plan.' The primary objective of this report is to present data to permit an Agency decision as to the feasibility of implementing the Phase 1 activities proposed under the INACS program. (Author).

A Review of the Next Generation Air Transportation provides an overview of NextGen and examines the technical activities, including human-system design and testing, organizational design, and other safety and human factor aspects of the system, that will be necessary to successfully transition current and planned modernization programs to the future system. This report assesses technical, cost, and schedule risk for the software development that will be necessary to achieve the expected benefits from a highly automated air traffic management system and the implications for ongoing modernization projects. The recommendations of this report will help the Federal Aviation Administration anticipate and respond to the challenges of implementing NextGen.
