It examines the coercive aspects of tax collection, the royal response to tax revolts, and the use of force to convert the king’s Protestant subjects and to wage a devastating counterinsurgency campaign against Protestant rebels in the mountains and plains of Languedoc. Relying heavily on archival sources, the study demonstrates that both the coercive inclination of Louis XIV and the coercive capabilities of the French army have been overstated. This raises questions about some common assumptions regarding the role of the army in the projection of state power and its contribution to the process of state formation in Early Modern France.

During the first three decades of his rule, his armies conquered numerous territories along France's borders. After 1688, however, the tide of conquest turned as the kingdom was plunged into crisis. For the remainder of his reign, the king and his people endured wars against grand alliances of European powers, ecological disasters, economic depression, state bankruptcy, and demographic stagnation. Expansion and Crisis in Louis XIV's France examines these central yet understudied aspects of the age of the Sun King through the experience of Franche-Comté, a possession of the Spanish empire with a long history of autonomy, conquered by Louis XIV in 1674. Dee's detailed research reconstructs the ensuing dialogue -- sometimes harmonious, sometimes discordant -- between the king and the elites who ruled this province. The integration of Franche-Comté into France proved to be a protracted process involving confrontation, negotiation, and compromise. The resulting regime was then severely tested by the challenges of Louis XIV's late reign; its survival demonstrated how the king had brought a distinctly early modern state to the height of its development. This study offers significant new insights on the growth of the territorial state in early modern Europe, the nature of the French absolute monarchy, and the political legacy of the Sun King. The author demonstrates how this attack on sin expressed the punitive social policy of the French Catholic Reformation and how Louis's actions clarified the legal and moral distinctions between crime and sin. As a hot-blooded young prince, Louis XIV paid little attention to virtue or to sin and, despite his cherished title of God's Most Christian King, violations of God's Sixth and Ninth Commandments never troubled him. Indeed, for the first two decades of his reign, he paraded a stream of royal mistresses before all of Europe and fathered sixteen illegitimate children. Yet, midway through his reign, in the critical decade of the 1680s, the lusty image of Louis XIV paled and was replaced by that of a straitlaced monarch committed to locking up blasphemers, debtors, gamblers, and prostitutes in wretched, foul-smelling prisons that dispensed ample doses of Catholic-Reformation virtue. Using police and prison archives, administrative correspondence, memoirs, and letters, Riley describes the formation of Louis's narrow conscience and his efforts to safeguard his subjects' souls by attacking sin and infusing his kingdom with virtue, especially in Paris and at Versailles. Throughout his attack on sin, women--so-called Soldiers of Satan--were the special targets of the police. By the seventeenth century, fornication and adultery had become exclusively female crimes; men guilty of these sins were rarely punished as severely. Although unsuccessful, Louis's attack on sin clarified the legal and moral distinctions between crime and sin as well as the futility of enforcing a religiously inspired social policy on an irreverent, secular-minded France.
