It is seldom that an important question is finally settled in the terms of its original statement. After much argument a new issue, unsuspected on either side, begins to show itself, cutting across the earlier dividing line. The conclusion reached, perhaps after a series of such changes, may make much of the debate seem meaningless; and all parties in interest may rejoice that neither of the original contentions was able to prevail. As argument proceeds, each side, whether it will admit it or not, ordinarily grows less eager to convince the other of what is beginning to appear a short-sighted distortion of the truth. It is said that no one is ever convinced by argument. But it need not be the sole function of argument to convince. It is better to be enlightened and to enlighten than to convince or be convinced. In these trite reflections, I have in mind the controversy, so rife not many years since, as to the value of the natural sciences as compared with classical and other literary studies. We all remember the main lines of the argument. On the part of the traditional collegiate curriculum it was argued that the proper study of mankind was man. Education, in its ultimate meaning, consists not in factual knowledge but in standards of taste, of judgment and of conduct. To these, saints, philosophers and artists have given supreme expression. As for the world of Nature, it has been the office of poets, metaphysicians and prophets to divine, in each age, the vital significance of what the sciences have had to tell. Plato, Lucretius, Dante, Milton, Tennyson and Stevenson gave the interpretative comment in terms of life upon successive scientific conceptions of the cosmos. And for the generality of thoughtful persons, who wish to see life steadily and see it whole, the comment is more to be desired than the text, the distilled significance more precious than the crude materials. A landscape must be surveyed from a mountain top - not from the tangled thickets about the base or from a hole in the ground. A young instructor in English once had occasion to express to me his disesteem of a professor of chemistry. Some such Statutes and Regulations have already been made, and are being made, by the University in preparation for new con ditions likely, it is thought, to become urgent as soon as Peace comes. It remains to be seen how these particular Statutes and Regula tions will work. I think that the future is still too obscure to warrant preparations which go into detail. I shall therefore content myself with putting forward some general considera tions which, as it seems to me, ought to govern all detail, when the time comes for going into detail - general considerations involving the acceptance of the two propositions which I have placed at the head of this pamphlet. Oxford has hitherto made the imparting of a liberal education her principal concern. Were she to make it less than her principal concern she would break the continuity of her life irreparably, and renounce her claim to a great place in the English-speaking world of the future. As an institution concerned principally with the production of specialists she might hold a respectable place in that world, but certainly would not hold a great place. In order, however, to maintain the continuity of her life in the altered circumstances of the New Age, she must reform her scheme of a liberal education in the sense of assigning a place in it to Natural Science by the side of Humane Letters themselves more broadly conceived. Marked tendencies toward change have made headway, and concession has been more common than opposition. Have we then a "new education?" Have traditional methods and aims been superseded? Do the changes touch what is vital, or are the best values conserved? Is a reaction to be desired, or shall the present trend go on? These are questions to which an intelligent answer can be given, only as we search for elements fixed and variable, and so discover the changing and the permanent in liberal education. It is not a question, of new subjects or new methods of advanced instruction, for education and instruction are not identical. Higher instruction may be quite different from liberal education. Moreover, the term "liberal" does not necessarily mean "bountiful." Plentifulness of subjects does not guarantee liberal training. Higher education, in order to be liberal, must have a distinctive scope, aim, and spirit. Its extent does not make it so, but rather its content and intent. Knowledge sought and used only as equipment for an occupation, a trade, a profession, may be marvelously minute and extensive, but it is not liberal. We must distinguish, as Plato did, those studies which are pursued "not with the view of making any of them a profession, but only as a part of education, and because a private gentleman and a freeman ought to know them." So the "liberal arts" of the mediaeval time were those deemed necessary to freemen, and deficient though they were in range, had high value in developing human capacity.
