Spencer believes we are no longer in a global capitalist-society, and provides the description of the emerging global corporatist-society. He provides what he called: 'Transforming Structure of Epoch-Making' needed for African socio-economic development in the current emerging age of global corporatism. Spencer provides a new government structure and a new socio-economic system for African States, and argued it to be a strand of the ancient African-Socialism that has been the deep-rooted aspirations of the African leaders to return since independent of African States from western colonial rule. Spencer argued that our African leaders in the independent Africa in the 1960s had caused offence to the western-mores in their course to reject the western-built capitalism. He felt compelled to offer his apologies to the western-States' leaders of the 1960s and raised his 'hat in hand' as a symbol of his apologies. Spencer believes that the economic development of Africa in this current generation to achieve the economic self-sufficiency subsistence is associated with the emerging global corporatist economy. He advocates for a non-monetary economy and the abolition of political institution amongst his numerous novel ideas and theories.

He re-examined the theory of 'populism' and claimed that populism as a form of governance is the precondition for the existence of all other forms of governance. He claimed that ethnopopulism as a system was practised by the indigenous ancient African communities in different variations but in the same format under the Imperial's ethnocracy form of governance structure. He raised the leadership rule of ancient African kings or queens with their chiefs that revolves around the day-to-day affairs of community members to be on the line of egalitarian principles and constituted a commicracy. He said that the leadership rule of the ancient African kings falls into a judicial duty, the role of the chiefs fall into the executive duty, community members engage in economic activities as a collective and shared in common under an altruist-system, and community members performed legislative duty through participation with the chiefs in the processes of information gathering and debates at the town square centres where citizens regardless of gender voice their individual populist views, concerns and opinions to aid the judicial rule of the king whose authority was perceived as a derivative of a set of unwritten rules laid down by their ancestors, passed down to the ruling monarch by direct education and spiritual connection. This, he claimed, was different in practice from the western-style Imperial government structure that constituted a bureaucracy under an autocratic rule of the king or queen over the chiefs' councils and their citizens. Spencer advanced his theories about African-socialism and premise this manifesto as a rallying cry for United African States.

Book excerpt: In this third volume of the African Corporatism Manifesto, Joseph Maxwell Spencer explored his theories and ideas about nationalism and commicracy. He envisioned a systematic and equality treatment of the organisational structure of commicracy in its interpersonal procedures. He claimed that ancient Africa is the foremost early illustration of an organised commicracy, and illustrated the work of Edward Blyden (1832-1912) to support his claim. He introduced a mathematical formula to convey the Afro-Western argument, from African expectations of formula n= h+ x +r to western economic activities in Africa of formula n=h+ x -r; made the African Independence struggle inevitable. He said: "The western media institution from the colonial era, Africans should owed their appreciations, for?they caused Africans' reactions to fight for our own social and economic development under colonialism." Through Patriarchy and Matriarchy, Spencer theorised the word Satriarchy from the Latin word 'Supervidere' to meaning 'an organised gender-equal commicratic society and family household.' He also coined the word: Ethicracy, from the word 'ethical-rules'; and he theorised the word: Interpeer, to meaning 'the formal form of communication within commicracy.' He claimed that: "African cooperativism is the micro-economy to his macro-economy theory of ethno-corporatism." Spencer proposed the claim that whilst his theories of commicracy and govox-populi interact interdependently to produce an advanced form of ethnopublican society, bureaucracy and politics are organised to be dependent on one or the other, and results in society polarisation socially or economically or both. He attributed the problem of the "dependencies" to be the base that is reproducing the condition of underdevelopment across the divided African nations, and also the material cause for a whole lot of avoidable social problems in human society the world over.
