Book excerpt: Incomparable Poetry: An Essay on the Financial Crisis of 2007-2008 and Irish Literature is an attempt to describe the ways in which the financial crisis of 2007-8 impacted literature in Ireland, and thereby describe the ways in which poetry engages with, is structured by, and wrestles with economic issues.Ireland and its contemporary poetry is a particularly suitable case study for studying the effect of the economic crisis on Anglophone poetry, because poetry in Ireland has a special relationship to the state and economy due to its status as a postcolonial nation-state. Beginning with a summary of recent Irish economic and cultural history, and moving across experimental and mainstream poetry, this essay outlines how the poetry of Trevor Joyce, Leontia Flynn, Dave Lordan, and Rachel Warriner addresses in its form and content the boom years of the Celtic Tiger and the financial crisis.Incomparable Poetry also discusses the concerns and historical contexts these poets have turned to in order to make sense of these events - including Chinese history, accountancy, sexual violence, and Iceland's economic history. In contemporary Irish poetry, the author argues, we see a significant interest in matching capitalism's accounting abilities, but in this attempt, these poems often end up broken by the imposition of an external conceptual framework or economic logic. Robert Kiely grew up in Cork, Ireland and now lives in London. His critical work has been published in Irish University Review, Journal of British and Irish Innovative Poetry, The Parish Review, and Samuel Beckett Today/Aujourd'hui. Ageing will also pressure health care spending and increase demand for long-term care. Policies to contain costs and reduce fragmentation in the system can help maintain access to quality care. Switzerland is well placed to seize the opportunities offered by new technologies. Addressing the barriers to adoption, improving the availability of information and helping workers adapt will enable firms, individuals and governments to reap the benefits of digitalisation. What Ireland needs now is a programme of real change. It needs to become a fully modern republic in fact as well as name. This disastrous economic collapse also allows us to think through the kind of multiculturalism that Ireland needs, and to build institutions that can accommodate the sudden influx of migrants who have come to Ireland in the past 15 years. The State should take over the entire education system, for which it pays already, and make it fit for the 21st century. The political system is dysfunctional and is one of the main causes of the debacle we have just experienced. Ireland needs constitutional reform. Politicians have been let get away with murder, and there is a fatalistic sense that nothing can change. The country needs to encourage participation in, and oversight and knowledge of politics, to make people feel that they have a right to challenge the old party machines and to make a difference. It is their country, after all.

This paper examines the political economy of financial policy during ten of the most infamous financial booms and busts since the 18th century, and presents consistent evidence of pro-cyclical regulatory policies by governments. Financial booms, and risk-taking during these episodes, were often amplified by political regulatory stimuli, credit subsidies, and an increasing light-touch approach to financial supervision. The regulatory backlash that ensues from financial crises can only be understood in the context of the deep political ramifications of these crises. Post-crisis regulations do not always survive the following boom. The interplay between politics and financial policy over these cycles deserves further attention. History suggests that politics can be the undoing of macro-prudential regulations.

It continues to pose major challenges to national policymakers and institutions around the world. Managing public uncertainty and anxiety is vital in coping with financial crises. This requires not just prompt action but, most of all, persuasive communication by government leaders. At the same time, the very occurrence of such crises raises acute questions about the effectiveness and robustness of current government policies and institutions. With the stakes being so high, defining and interpreting what is going on, how and why it happened, and what ought to be done now become key questions in the political and policy struggles that crises invariably unleash. In this volume, we study how heads of government, finance ministers and national bank governors in eight countries as well as the EU engage in such 'framing contests', and how their attempts to interpret the cascading events of the economic downturn were publicly received. Using systematic content analysis of speeches and media coverage, this volume offers a unique comparative assessment of public leadership in times of crisis.
