Book excerpt: Air Transport and Regional Development Policies is one of three interconnected books related to a four-year European Cooperation in Science and Technology (COST) Action established in 2015. The Action, called Air Transport and Regional Development (ATARD), aimed to promote a better understanding of how the air transport–related problems of core regions and remote regions should be addressed in order to enhance both economic competitiveness and social cohesion in Europe. This book focuses on policy implications related to air transport and regional development. It begins with chapters that generally discuss important policy issues related to air transport and regional development in relation to connectivity and accessibility; dependency; airport governance and regulation; and air traffic control frameworks. This is followed by a number of chapters that consider government subsidies and state aid. The final chapters focus on other policy implications (tourism development, airport expansion, passenger taxation and noise control). Currently, no other single source publication covers this topic area in such a comprehensive manner, insofar as it considers so many policies and examples. The book aims at becoming a major reference source on the topic, drawing from experienced researchers in the field, covering the diverse experience and knowledge of the members of the COST Action. They facilitate vital national and international connections for people and businesses in the UK. The Committee found that Air Passenger Duty (APD) is the principal threat to the smaller airports sector. APD cannot be amended to support people, businesses and regional economies because of the operation of European competition law, while proposals to devolve it to the regions would serve only to spread a patchwork of market distortions across the UK. It was disappointing that the concerns the Committee raised about APD in their First Report of Session 2013-14 on Aviation strategy were ignored by the Treasury. The Committee urges Transport Ministers to pursue those recommendations and the important concerns raised by smaller airports with the Treasury. The Airports Commission will publish its final report on expanding hub airport capacity in the south-east shortly after the general election. The whole country will only be able to share the economic benefits if airlines secure slots to provide services to UK airports outside London. The DfT needs to assess how new slots might be allocated and whether slots could be ring-fenced for domestic services

Chapters focus on the following: the strategic framework; the environmental impacts; the air transport sector. It also looks at individual regions and the impact for them, including: Scotland, Wales and Northern Ireland, also the North of England, the Midlands, the South West and finally the South East. The framework itself can be used by public bodies, air operators and airlines for future planning applications. It also sets out the Government and devolved administrations' conclusions on the case for future airport expansion, taking into account the large consultation exercise of over half million respondents. This paper provides reasons why airport capacity should be expanded, but recommends a balanced approach to the issue. Among the reasons are: the economic importance of air travel for the country’s economy and the increased desire amongst the population for foreign travel, which should be balanced against minimizing, where possible the environmental effects to an area where airports are situated. These are some of the main cases for future development following a full environmental assessment: for Scotland: an additional runway at Edinburgh Airport; substantial terminal development at Glasgow Airport. For Wales: further terminal development needed at Cardiff airport. For Northern Ireland: development of increased capacity at Belfast. For the North of England: additional terminal capacity provided at Manchester Airport and development of increased capacity at Liverpool John Lennon Airport. For the Midlands: additional runway for Birmingham. For South West England: expansion of Bristol Airport. For South East England: a new runway at Stansted; further development of Heathrow supported, including a further runway and additional terminal capacity. Some options though are not to be followed through, including: two new runways at Gatwick, a development of a second runway at Luton, and a new airport at Cliffe, a new airport of central Scotland, and a new airport at Rugby.
