Taaffe analyzes the fifteen high-level Marine generals who led the Corps' six combat divisions and two corps in the conflict. He concludes that these leaders played an indispensable and unheralded role in organizing, training, and leading their men to victory. Taaffe insists there was nothing inevitable about the Marine Corps' success in World War II. The small pre-war size of the Corps meant that its commandant had to draw his combat leaders from a small pool of officers who often lacked the education of their Army and Navy counterparts. Indeed, there were fewer than one hundred Marine officers with the necessary rank, background, character, and skills for its high-level combat assignments. Moreover, the Army and Navy froze the Marines out of high-level strategic decisions and frequently impinged on Marine prerogatives. There were no Marines in the Joint Chiefs of Staff or at the head of the Pacific War's geographic theaters, so the Marines usually had little influence over the island targets selected for them. In addition to bureaucratic obstacles, constricted geography and vicious Japanese opposition limited opportunities for Marine generals to earn the kind of renown that Army and Navy commanders achieved elsewhere. In most of its battles on small Pacific War islands, Marine generals had neither the option nor inclination to engage in sophisticated tactics, but they instead relied in direct frontal assaults that resulted in heavy casualties. Such losses against targets of often questionable strategic value sometimes called into question the Marine Corps' doctrine, mission, and the quality of its combat generals. Despite these difficulties, Marine combat commanders repeatedly overcame challenges and fulfilled their missions. Their ability to do so does credit to the Corps and demonstrates that these generals deserve more attention from historians than they have so far received.

Who has gotten it right, and who has not? The Department of Defense must learn from history. Most studies of innovation focus on the actions, choices, and problems faced by individuals in a particular organization. Few place these individuals and organizations within the complex context where they operate. Yet, it is this very context that is a powerful determinant of how actions are conceived, examined, and implemented, and of how errors are identified and corrected. The historical cases that Mandeles examines reveal how different military services organized to learn, accumulate, and retrieve knowledge; and how their particular organization affected everything from the equipment they acquired to the quality of doctrine and concepts used in combat. In cases where more than one community of experts was responsible for weighing in on decisionmaking, the service benefited from enhanced application of evidence, sound inference, and logic. These cases demonstrate that, for senior leadership, participating in such a system should be a strategic and deliberate choice. In each of the cases featured in this book, no such deliberate choice was made. The interwar U.S. Navy (USN) aviation community and the U.S. Marine Corps amphibious operation community were lucky that, in a time of rapid technological advance and strategic risk, their decisions in framing and solving technological and operational problems were made within a functioning multi-organizational system. The Army Air Corps and the Royal Marines were unfortunate, with corresponding results. It is characteristic of 20th-century military history that no senior civilian or military leader suggested a policy to handle overlapping responsibilities by multiple departments. Today's policymakers have not learned this lesson. In the present time, while a great deal of thought is devoted to proper organizational design and the numbers of persons required to perform necessary functions, there is still no overarching framework guiding these designs.

Then as a Forward Observer, he went ashore in one of the lead amtracs at Peleliu and saw fierce fighting for a week before the regiment was relieved due to massive casualties. Six months later, his division became the immediate reserve for the initial landing on Okinawa. They encountered no resistance when they came ashore, but would go on to fight on Okinawa for over six months. This is the wild and remarkable story of an “Old Breed” Marine—his youth in the Great Depression, his training and combat in the Pacific, and his life after the war, told in his own words.

They fought on the same side against a common enemy for nearly four years, but Britain fought the war for the survival of itself and its empire, though in the long term it failed with the latter, while the American government fought to maintain its influence through the balance of power; its people fought for revenge for Pearl Harbor, and out of a sense of justice. In this new book, Brian Lavery describes and analyzes the differences and similarities between the two navies and in doing so sheds fascinating light on how the naval war was fought.
