Book excerpt: Governance in U.S. higher education is discussed, based on a 1982 survey of decision making in higher education with attention to its roots, the effects of current conditions on decision-making arrangements, and a possible governance framework for the future. While both private and public education are considered, the public sector is emphasized. Governance is defined as both formal decision arrangements and informal procedures by which standards are maintained. Information was obtained from a survey of decision-making in state higher education agencies, flagship universities, four-year colleges, and two-year colleges. After discussing the mission of universities, the tradition of self-regulation in American higher education is examined, including the governing board and voluntary accreditation. Also covered are outside governance connections (the state, the federal government, and the courts) that have significantly altered the mission and governance of higher education. It is concluded that, on balance, higher education's partnership with governments on both state and national levels has generated far more benefits than it has administrative burdens. However, because external influences on academic governance should not be allowed to overwhelm internal governance structures, colleges are urged to strengthen self-regulation capacity, to take leadership roles, and to revitalize their historic governance tradition. The survey questionnaire is included, together with a list of participating institutions and agencies. (SW) reprinted from ERIC.

Coverage includes the structures of governance, cultures and practices, the collegial tradition, as well as newfound critique of outdated organizational theory, leadership concepts, quality assurance and accountability, and system governance. Furthermore, this work synthesizes the significant theoretical, conceptual, and empirical scholarship to advance research and practice of governance. Book Synopsis Understanding Institutional Diversity in American Higher Education by : Michael Harris
Download or read book Understanding Institutional Diversity in American Higher Education written by Michael Harris and published by John Wiley & Sons. This book was released on 2013-08-22 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Institutional diversity serves as one of the fundamental hallmarks of American higher education. After a long history of support for many institutional types, the past 40 years have seen a decline in institutional variety. Through a discussion of history, theoretical contexts, and causes of homogenization, this monograph examines how higher education policymakers and leaders can strengthen institutional mission and preserve the benefits of institutional diversity. Higher education needs to serve a variety of functions for students, from liberal arts education to vocational training programs. No single institution or institutional type can adequately fulfill all of these roles, and this monograph considers the rewards and challenges of maintaining a healthy, beneficial diversity. It also covers the roles, purposes, trials, and benefits of institutional diversity. It provides practical examples and theoretical perspectives useful in understanding the complexities of higher education systems and the external pressures faced by colleges and universities that challenge institutional mission and threaten institutional diversity and its well-established benefits for students and society. This is the third issue of the 39th volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.
