Book excerpt: The cessation of hostilities between India and Pakistan is an immediate need and of global concern, as these countries have tested nuclear devices, and have the capability to deploy nuclear weapons and long-range ballistic missiles. Cooperative monitoring projects among neighboring countries in South Asia could build regional confidence, and, through gradual improvements in relations, reduce the threat of war and the proliferation of weapons of mass destruction. This paper discusses monitoring the trans-border movement of flow and sediment in the Indian and Pakistani coastal areas. Through such a project, India and Pakistan could initiate greater cooperation, and engender movement towards the resolution of the Sir Creek territorial dispute in their coastal region. The Joint Working Groups dialogue being conducted by India and Pakistan provides a mechanism for promoting such a project. The proposed project also falls within a regional framework of cooperation agreed to by several South Asian countries. This framework has been codified in the South Asian Seas Action Plan, developed by Bangladesh, India, Maldives, Pakistan and Sri Lanka. This framework provides a useful starting point for Indian and Pakistani cooperative monitoring in their trans-border coastal area. The project discussed in this paper involves computer modeling, the placement of in situ sensors for remote data acquisition, and the development of joint reports. Preliminary computer modeling studies are presented in the paper. These results illustrate the cross-flow connections between Indian and Pakistani coastal regions and strengthen the argument for cooperation. Technologies and actions similar to those suggested for the coastal project are likely to be applied in future arms control and treaty verification agreements. The project, therefore, serves as a demonstration of cooperative monitoring technologies. The project will also increase people-to-people contacts among Indian and Pakistani policy makers and scientists. In the perceptions of the general public, the project will crystallize the idea that the two countries share ecosystems and natural resources, and have a vested interest in increased collaboration.

Book excerpt: Environmentalists and advocates of environmental cooperation in conflict frequently discuss certain environmental cooperation project proposals such as the establishment of the Peace Park in the demilitarized zone on the North-South Korean border, the Indo-Pakistani Peace Park on the Siachen Glacier, the joint system of trans-boundary environmental protection between Thailand and Cambodia, and the joint management of Palestinian and Israeli water resources. These proposals, however, are by no means isolated. The idea that the development of environmental cooperation in conflict areas can create a bridge between conflict communities and help conflict transformation and resolution is almost two decades old. Declarations of cooperation between conflict communities and bringing the potential for peaceful relationships into conflict areas through joint environmental projects appear in the agendas of several international governmental and non-governmental organizations. However, our knowledge of the “real” workings of environmental cooperation in conflict zones does not correspond with the popularity of these thoughts and actions. Although environmental cooperation has been initiated in many conflict areas, the differences in individual cases are so large that, so far, there is neither accurate data nor any idea of the workings of environmental cooperation as a tool for conflict transformation. This book addresses some of these issues and offers several new findings. Specifically, it examines the emergence of environmental cooperation and its function in political conflicts. It concludes that not all environmental cooperation is real cooperation and not all real cooperation is favorable. The scope, form, and content of cooperation are important to the peacebuilding potential of environmental cooperation, and there are multiple intervening factors such as motivation of actors, their value preferences, and duration of the support of external actors.

The meeting was convened in Cebu, Philippines from 7 May to 9 May 2018 and was attended by 80 participants from 16 countries, together with representatives from ten regional and international partner organizations and projects. The key conclusions and recommendations endorsed by the Seventh RCFM are summarized as: (1) The RCFM recognized the great advances in the four thematic areas pertaining to sustainable and resilient fisheries and aquaculture for blue growth in the region; (2) There are a number of remaining and emerging challenges to the sustainability and resilience of fisheries and aquaculture sector; (3) There remains a great need in many countries for reinforced legal frameworks and guiding policies to ensure a human rights-based and environmentally friendly development of the region’s fisheries and aquaculture sectors in line with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries (SSF Guidelines) and the Code of Conduct for Responsible Fisheries (CCRF); and (4) More targeted disaster risk management and climate change strategies and technologies for the sector are needed in several countries. The RCFM considered the reviews of regional fisheries and aquaculture, presentations by member countries and regional organizations, reports of action plans of APFIC regional consultative workshops and the major issues outlined in the agenda and developed a report and recommendations to inform the Thirty-fifth APFIC Session.
