For instance, the case of Koudougou, a medium-sized city in one of the poorest countries in the world, Burkina Faso, with a population of 115.000 inhabitants, allows us to understand concretely which and how these deficiencies are translated in an African urban context. In contrast, the case of Nueve de Julio, intermediate city of 50.000 dwellers in the pampa Argentina, addresses the new forms of spatial fragmentation and social exclusion linked with agro export and crisis of the international markets. Case studies are also included for cities in Asia and Latin America. Differences and similarities between cases allow us to foresee alternative models of urban planning better adapted to tackle poverty and find efficient ways for more inclusive cities in developing and emerging countries, interacting several dimensions linked with high rates of urbanization: territorial fragmentation; environmental contamination; social disparities and exclusion, informal economy and habitat, urban governance and democracy.

Gessler tracks many neighborhood cooperatives, spanning from the 1890s to the present, whose alliances with union, consumer, and social justice activists animated successive generations of regional networks and stimulated urban growth in New Orleans. As Gessler indicates, cooperative activists deployed street-level subsistence tactics to mobilize continual waves of ordinary people seizing control over mainstream economic and political institutions.

Although economists were among the early contributors to the literature on urban planning, many economists have been dismissive of a discipline whose leading scholars frequently favor regulations over market institutions, equity over efficiency, and normative prescriptions over positive analysis. Planners, meanwhile, even as they draw upon economic principles, often view the work of economists as abstract, not sensitive to institutional contexts, and communicated in a formal language spoken by few with decision making authority. Not surprisingly, papers in the leading economic journals rarely cite clearly pertinent papers in planning journals, and vice versa. Despite the historical divergence in perspectives and methods, urban economics and urban planning share an intense interest in many topic areas: the nature of cities, the prosperity of urban economies, the efficient provision of urban services, efficient systems of transportation, and the proper allocation of land between urban and environmental uses. In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).

Book excerpt: Over the past few decades, the developing world has seen unprecendented urban growth and urban areas have had to deal with a number of complex problems as a result. While population growth is one of the factors contributing to the deprivation and decay characteristic of most urban areas in the developing world, there are other factors. Apart from demographic and economic factors, the political organization factor of centralization has concentrated decision-making and with it resources in the urban areas, leading to further rural-urban migration. Another factor is one of colonialism. The transfer of foreign social structures and technology, while offering alternatives, has dislocated and significantly altered indigenous patterns of development in the developing world. This book examines a region where this last factor is a major significance; Zambia's copperbelt. Here, the concentration of towns which were developed very rapidly in the 1930s made Zambia one of the most highly urbanized Sub-Saharan countries. By focusing on copperbelt towns, the book provides a critical analysis of the development of urban policy in Zambia. Aspects of conflict and cooperation between different interest groups and - where relevant - their economic relationships are explored and a structural conflict model of urban management is proposed. The book concludes that, with proper management, existing and emerging sectional interests in urban areas can help provide conditions which foster the formulation of equitable urban policy. Although focused on Zambia, the proposed structural conflict approach has potential for wider application.
