Book excerpt: Analyzing the modern status of military bases and the diplomacy that defines their location and access, this book explores the global basing networks of the world's major military powers--their type, location, and the politics and economics of their acquisition. It provides data on armaments, intelligence, communications, research, and space facilities; tables and maps that display U.S. and Soviet global networks; and the various military roles and nuclear deterrence capabilities for global power projection and support of client states in the Third World. Harkavy also discusses emerging political and technological developments that could alter basing diplomacy.

Available in PDF, EPUB and Kindle. Book excerpt: Increases in the number and improvements in the quality of arms transferred to sub-Saharan African nations clearly will affect those nations' economic development and political stability both immediately and in the long term. Problems of technology absorption, manpower development, and the diversion of financial and human resources occasioned by such transfers become more and more critical as the demand for military modernization by African governments grows and the industrial nations compete to meet the demand. Dr. Arlinghaus evaluates conflicting assessments of the costs and benefits of military development from the perspective that it would be best for African nations to allocate resources for defense on the basis of socioeconomic considerations as well as their military and political goals.

Book excerpt: First published in 1988, Arms Transfers and Dependence was written to provide a view of arms transfers in the context of the global distribution of power. The book analyses different types of dependence and is focused on comparing the enhancement of military capabilities as a result of arms transfers with the dependence that may be caused by those transfers. In doing so, it provides an overview of how particular structures of imports and exports of arms lead to dependence.

Available in PDF, EPUB and Kindle. Book excerpt: This book describes the positions advocated by ethicists and churches in the public debate on nuclear weapons. After tracing the development of just-war theory, the dominant moral position on war in Western thought, Dr. Davidson synthesizes the views of contemporary ethicists on the moral principles associated with the just-war tradition. He then documents the postures of Reinhold Niebuhr, Paul Ramsey, Michael Walzer, and James Turner Johnson with regard to the first use and retaliatory use of nuclear weapons, deterrence policy, the nuclear freeze proposal, the arms race, and disarmament. The positions endorsed by the Roman Catholic Church and the major Protestant and Jewish denominations in the United States on the issues of nuclear warfare are described in detail, with extensive treatment given to the development of the Catholic Bishops' 1983 pastoral letter on war and peace and the statements of churches affiliated with the National Council of Churches. The views of over 30 denominations, representing more than 110 million members, are considered. The final chapter of the book contrasts the stance of the churches with that of the Reagan Administration. Proposing guidelines for a moral defense policy in the nuclear age, Dr. Davidson's thesis is that national security requires a recognition of the need to protect and preserve values worth defending while simultaneously taking steps to prevent nuclear war.

Available in PDF, EPUB and Kindle. Book excerpt: U.S. arms sales to Third World countries rapidly escalated from $250 million per year in the 1950s and 1960s to $10 billion and above in the 1970s and 1980s. But were these military sales, so critical in their impact on Third World nations and on America’s perception of its global role, achieving the ends and benefits attributed to them by U.S. policymakers? In American Arms Supermarket, Michael T. Klare responds to this troubling, still-timely question with a resounding no, showing how a steady growth in arms sales places global security and stability in jeopardy. Tracing U.S. policies, practices, and experiences in military sales to the Third World from the 1950s to the 1980s, Klare explains how the formation of U.S. foreign policy did not keep pace with its escalating arms sales—how, instead, U.S. arms exports proved to be an unreliable instrument of policy, often producing results that diminished rather than enhanced fundamental American interests. Klare carefully considers the whole spectrum of contemporary American arms policy, focusing on the political economy of military sales, the evolution of U.S. arms export policy from John F. Kennedy to Ronald Reagan, and the institutional framework for arms export decision making. Actual case studies of U.S. arms sales to Latin America, Iran, and the Middle East provide useful data in assessing the effectiveness of arms transfer programs in meeting U.S. foreign policy objectives. The author also rigorously examines trouble spots in arms policy: the transfer of arms-making technology to Third World arms producers, the relationship between arms transfers and human rights, and the enforcement of arms embargoes on South Africa, Chile, and other “pariah” regimes. Klare also compares the U.S. record on arms transfers to the experiences of other major arms suppliers: the Soviet Union and the “big four” European nations—France, Britain, the former West Germany, and Italy. Concluding with a reasoned, carefully drawn proposal for an alternative arms export policy, Klare vividly demonstrates the need for cautious, restrained, and sensitive policy.

Available in PDF, EPUB and Kindle. Book excerpt: This is a thorough and sophisticated study of one of the most critical current issues in world politics. Bruce Porter examines Soviet policy and behaviour in Third World conflicts in the postwar period, focusing particularly on five examples: the Yemeni civil war, the Nigerian civil war, the Yom Kippur war, the Angolan civil war, and the Ogaden war. Aiming to illuminate various complex tactical and operational aspects of the USSR's policy in local conflicts, the author draws on a wide and eclectic range of sources. He pays close attention to the Soviet role as arms supplier and diplomatic actor in relation to both US policy and the dynamics of the local conflict, and he concludes with a careful consideration of the effectiveness of Soviet policy and of the implications for the United States.
