Book excerpt: The US Environmental Protection Agency (EPA) draft Mercury Study Report to Congress (1) estimated anthropogenic mercury emissions to be 253 tons/yr in the US, with the majority (216 tons/yr) from combustion sources. The three main combustion sources listed were coal (72 tons/yr), medical waste incinerators (65 tons/yr), and municipal waste combustors (64 tons/yr). The emissions from both medical waste incinerators and municipal waste combustors were recently regulated, which, together with the reduction of mercury in consumer products such as batteries and fluorescent lights, has already reduced the emissions from these sources, as stated in the final EPA Mercury Report to Congress (2). EPA now estimates total point-source mercury emissions to be 158 tons/yr, with coal remaining at 72 tons/yr, while medical waste incinerators are down to 16 tons/yr and municipal waste combustors are at 30 tons/yr. Coal is now the primary source of anthropogenic mercury emissions in the US, accounting for 46%. In addition, the use of coal in the US has been increasing every year and passed the 1-billion-ton-per-year mark for the first time in 1997 (3). At the current rate of increase, coal consumption would reach 1.4 billion tons annually by the year 2020. On a worldwide basis, the projected increase in coal usage over the next two decades in China, India, and Indonesia will dwarf the current US coal consumption level. Therefore, in the US coal will be the dominant source of mercury emissions and worldwide coal may be the cause of significantly increased mercury emissions unless an effective control strategy is implemented. However, much uncertainty remains over the most technically sound and cost-effective approach for reducing mercury emissions from coal-fired boilers, and a number of critical research needs will have to be met to develop better control (2).

EPA has not prepared a quantitative assessment of the reduction in risk that could be achieved through reduction in coal plant emissions of Hg. To address this issue, Brookhaven National Laboratory (BNL) with support from the U.S. Department of Energy Office of Fossil Energy (DOE FE) prepared a quantitative assessment of the reduction in human health risk that could be achieved through reduction in coal plant emissions of Hg. The primary pathway for Hg exposure is through consumption of fish. The most susceptible population to Hg exposure is the fetus. Therefore the risk assessment focused on consumption of fish by women of child-bearing age. Dose response factors were generated from studies on loss of cognitive abilities (language skills, motor skills, etc.) by young children whose mothers consumed large amounts of fish with high Hg levels. Population risks were estimated for the general population in three regions of the country, (the Midwest, Northeast, and Southeast) that were identified by EPA as being heavily impacted by coal emissions. Three scenarios for reducing Hg emissions from coal plants were considered: (1) A base case using current conditions; (2) A 50% reduction; and, (3) A 90% reduction. These reductions in emissions were assumed to translate linearly into a reduction in fish Hg levels of 8.6% and 15.5%, respectively. Population risk estimates were also calculated for two subsistence fisher populations. These groups of people consume substantially more fish than the general public and, depending on location, the fish may contain higher Hg levels than average. Risk estimates for these groups were calculated for the three Hg levels used for the general population analyses. Analysis shows that the general population risks for exposure of the fetus to Hg are small. Estimated risks under current conditions (i.e., no specific Hg controls) ranged from 5.7 x 10−6 in the Midwest to 2 x 10−5 in the Southeast. Reducing emissions from coal plants by 90% reduced the estimated range in risk to 5 x 10−6 in the Midwest and 1.5 x 10−5 in Southeast, respectively. The population risk for the subsistence fisher using the Southeast regional fish Hg levels was 3.8 x 10−3, a factor of 200 greater than the general population risk. For the subsistence fishers and the Savannah River Hg levels, the population risk was 4.3 x 10−5, a factor of 2 greater than for the general population. The estimated risk reductions from a 90% reduction in coal plant Hg emissions ranged from 25%-68%, which is greater than the assumed reduction in Hg levels in fish, (15.5%). To place this risk in perspective, there are approximately 4 x 106 births/year in the U.S (National Vital Statistics Report, 2000). Assuming that the Southeast risk level (the highest of the regions) is appropriate for the entire U.S., an estimate of 80 newborn children per year have a 5% chance of realizing any of the 16 adverse effects used to generate the DRF. If Hg emissions from power plants are reduced 90%, the number of children at risk is reduced to 60.

Book excerpt: Mercury is a leading concern among the air toxic metals addressed in the 1990 Clean Air Act Amendments (CAAA) because of its volatility, persistence, and bioaccumulation as methylmercury in the environment and its neurological health impacts. The Environmental Protection Agency (EPA) reports for 2001 shows that total mercury emissions from all sources in USA is about 145 tons per annum, of which coal fired power plants contribute around 33% of it, about 48 tons per annum. Unlike other trace metals that are emitted in particulate form, mercury is released in vapor phase in elemental (Hg0) or oxidized (Hg2+, mainly HgCl2) form. To date, there is no post combustion treatment which can effectively capture elemental mercury vapor, but the oxidized form of mercury can be captured in traditional emission control devices such as wet flue gas defulrization (WFGD) units, since oxidized mercury (HgCl2) is soluble in water. The chlorine concentration present during coal combustion plays a major role in mercury oxidation, which is evident from the fact that plants burning coal having high chlorine content have less elemental mercury emissions. A novel method of co-firing blends of low chlorine content coal with high chlorine content cattle manure/biomass was used in order to study its effect on mercury oxidation. For Texas Lignite and Wyoming coal the concentrations of chlorine are 139 ppm and 309 ppm on dry ash free basis, while for Low Ash Partially Composted Dairy Biomass it is 2,691 ppm. Co-firing experiments were performed in a 100,000 BTU/hr (29.3 kWt) Boiler Burner facility located in the Coal and Biomass Energy laboratory (CBEL); coal and biomass blends in proportions of 80:20, 90:10, 95:5 and 100:0 were investigated as fuels. The percentage reduction of Hg with 95:5, 90:10 and 80:20 blends were measured to be 28- 50%, 42-62% and 71-75% respectively. Though cattle biomass serves as an additive to coal, to increase the chlorine concentration, it leads to higher ash loading. Low Ash and High Ash Partially Composted Dairy Biomass have 164% and 962% more ash than Wyoming coal respectively. As the fraction of cattle biomass in blend increases in proportion, ash loading problems increase simultaneously. An optimum blend ratio is arrived and suggested as 90:10 blend with good reduction in mercury emissions without any compromise on ash loading.

The need for such controls may arise as the US Environmental Protection Agency (EPA) proceeds with implementation of requirements set forth in the Clean Air Act Amendments (CAAA's) of 1990. Promulgation of air toxics emissions regulations for electric utility plants could dramatically impact utilities burning coal, their industrial and residential customers, and the coal industry. AECDP project work will supply the information needed by utilities to respond to potential HAPs regulations in a timely, cost-effective, enviromnentally-sound manner which supports the continued use of the Nation's abundant reserves of coal, such as those in the State of Ohio. The development work is being carried out using the 10 MW Clean Environment Development Facility wherein air toxics emissions control strategies can be developed under controlled conditions. The specific objectives of the project are to (1) measure and understand production and partitioning of air toxics species for a variety of coals, (2) optimize the air toxics removal performance of conventional flue gas cleanup systems, (3) develop advanced air toxics emissions control concepts, (4) develop and validate air toxics emissions measurement and monitoring techniques, and (5) establish a comprehensive, self-consistent air toxics data library. This project is supported by the Department of Energy, the Ohio Coal Development Office within the Ohio Department of Development and Babcock & Wilcox. A comprehensive assessment of HAP emissions from coal-fired electric utility boilers sponsored by the Department of Energy and the Electric Power Research Institute concluded that with the exception of selenium and mercury, the majority of trace elements are well controlled due to their association with the particulate phase of flue gas. Reflecting the current focus of the US EPA and state environmental agencies on mercury as a potential candidate for regulation, the project specifically targets the measurement and control of mercury species. This paper discusses the results of testing on the quantity and species distribution of mercury while firing Ohio high-sulfur coal to assess the mercury emissions control potential of conventional SO2 and particulate control systems. Results from recent AECDP tests are presented and two alternative mercury speciation methods are compared. The AECDP results clearly show that higher total mercury control efficiency can be achieved with a wet FGD scrubber than recently reported in the interim final US EPA report on HAP emissions from fossil-fired electric utility steam generating units.

EPA's conclusions and recommendations were presented in the Mercury Study Report to Congress (1) and the Utility Air Toxics Report to Congress (1). The first report addressed both the human health and environmental effects of anthropogenic mercury emissions, while the second addressed the risk to public health posed by the emission of mercury and other hazardous air pollutants from steam-electric generating units. Given the current state of the art, these reports did not state that mercury controls on coal-fired electric power stations would be required. However, they did indicate that EPA views mercury as a potential threat to human health. In fact, in December 2000, the EPA issued an intent to regulate for mercury from coal-fired boilers. However, it is clear that additional research needs to be done in order to develop economical and effective mercury control strategies. To accomplish this objective, it is necessary to understand mercury behavior in coal-fired power plants. The markedly different chemical and physical properties of the different mercury forms generated during coal combustion appear to impact the effectiveness of various mercury control strategies. The original Characterization and Modeling of the Forms of Mercury from Coal-Fired Power Plants project had two tasks. The first was to collect enough data such that mercury speciation could be predicted based on relatively simple inputs such as coal analyses and plant configuration. The second was to field-validate the Ontario Hydro mercury speciation method (at the time, it had only been validated at the pilot-scale level). However, after sampling at two power plants (the Ontario Hydro method was validated at one of them), the EPA issued an information collection request (ICR). The ICR required all coal-fired utilities to submit the mercury concentrations in their coal for one year quarterly, and 80 coal-fired power plants were selected to do mercury flue gas analysis. It was decided by EPRI and the U.S. Department of Energy (DOE) that this project would be suspended until the results of the ICR were known. This report presents the results that were obtained at the two power plants referred to as Sites 111 and E-29. The EERC teamed with Radian International (now URS Corp.) to do the sampling and analysis at these two power plants.

Instead of more stringent requirements, EPA promulgated "cap-and-trade" standards that rely heavily on cobenefits from sulfur dioxide and nitrogen oxide controls installed under a separate agency rule, the Clean Air Interstate Rule (CAIR). This approach minimizes costs for electric utilities: by 2015, less than 1% of coal-fired power plants will have installed equipment specifically designed to control mercury, according to EPA. By 2020, only 4% of plants will have such equipment. Ten states have filed suit to overturn the agency s action, arguing that EPA is required by the Clean Air Act to impose more stringent Maximum Achievable Control Technology standards at each individual plant. Beginning in 2010, the cap-and-trade standards limit total power plant mercury emissions to 38 tons annually (a 21% reduction vs. 1999 levels). A second phase caps annual emissions at 15 tons, starting in 2018. According to the agency, trading and banking of emission allowances will result in lower than required emissions in the early years, but will delay achievement of the 15-ton cap to at least 2025. Thus, the net effect of the rule appears to be to postpone until the 2020s direct regulation of mercury (except as a co-benefit achieved from regulating other pollutants). EPA has sent contradictory signals regarding the importance of controlling mercury emissions. Its January 2004 analysis of the proposed rule estimated that the indirect benefits of more stringent regulations ($15 billion annually) would outweigh compliance costs by a factor of at least 16 to 1. Direct benefits (although unquantifiable) were said to be "large enough to justify substantial investment in Hg control." The analysis of the final rule, by contrast, concludes that quantifiable direct and indirect benefits of mercury control are just $43 million per year, with annual costs as high as $896 million. EPA s calculations did not include consideration of an academic study that it had funded, a factor contributing to the calculation of smaller benefits. This decision was one of several irregularities in the regulatory process alleged by the agency's Inspector General, GAO, and critics of the rule. In addition to EPAs regulatory effort, five bills that would regulate these emissions have been introduced so far in the 109th Congress, with more expected. S. 131, the Clear Skies Act, has many points in common with the EPA regulatory approach. This report will be updated.
