Book excerpt: One of the main objectives of the Unidad Popular ('Popular Unity') Govern ment was to attain Chile's evolution towards more advanced forms of social organization within the framework of strictly respected democracy. This objective, which is deeply inherent in every human being and conse quently present under all conditions and in all parts of the world, is not weakened by temporary defeats or transient retreats. History proves this, and current events in many parts of the world fully confirm it. One of the areas in which this struggle for progress takes place most in tensively is economics. Here, clashes take place between the forces which work towards social progress, and those which oppose it and aim to maintain a sys tem of intolerable priveleges. The ideological and material resources available to the forces which attempt to restrain social progress are not small, and under given circumstances they overcome the forces by which the majority tries to realize a better future. This is expressed very clearly in the relationships which link the internal dynamics of social development with the great economic and political forces operating at the international level. Consequently, analysis of the social trans formation process in such countries as Chile, in the context of the political and economic reactions these processes unleach at the international level, is of key importance.

Mikesell deals with sources of conflict between private foreign investors and the governments of developing countries. He concludes that government ownership and control will expand and that foreign investors are most likely to become sellers of their special services rather than remain investors who act freely for the benefit of parent companies. Book excerpt: Few dispute that a major turning point in the history of present-day Chile commenced with the election in 1970 of a Marxist physician, Salvador Allende. What followed were three years that shook South America, if not the world. Land reform, factory expropriation, the politicization of a sector of the armed forces, curriculum reform in education, each in their turn led to a hardening of political fault lines, and created the basis for the overthrow of the Allende regime. This work, by one of the foremost analysts of modern Chile, features an interview with an earlier president of that beleaguered country, Eduardo Frei. In what is likely to be viewed as the most authoritative statement to date on U.S.Chile relationships during this stormy period, Falcoff debunks the myth of a CIA-inspired overthrow of the democratic forces, placing responsibility on Allende's failure to obtain or even seek a decisive electoral mandate, on a governing coalition internally inconsistent and frequently at war with its constituent elements, on an economic policy that polarized supporters and enemies, and ultimately on the need to turn to the military for the stability that its policy failures could not achieve. The final chapter, on the assumption to power and political changes rendered by the present ruler, General Augusto Pinochet Ugarte, indicates that the problems of Chile are not attributable to any single ruler or party. Falcoff indicates that core problems in Chile, from capital formation to the search for diversification, were exemplified in cultural, moral, and spiritual values between the Frei and Allende epochs. The prolonged Pinochet regime, for Falcoff, has postponed settlement of the major issues raised by the democratic era: equality and growth, legality and legitimacy. The costs of democratic order remain for Chileans to confront and resolve.

Book excerpt: This title was first published in 1976. The anticolonial revolution of the 1950s challenged the edifice of political imperialism established by the European powers in the nineteenth century. In the 1970s another revolution appears to be sweeping the Third World, a movement which seeks to challenge the new imperialism of the transnational corporations (TNCs) established in the twentieth century. These essays, written explicitly from a Third World perspective, suggest that conflict between Third World states and transnational corporations in natural resource industries is an inherent and dialectical result of a system of corporate imperialism.

Available in PDF, EPUB and Kindle. Book excerpt: This 1976 volume originated in the mood of disillusion and despair which followed the Third United Nations Conference on Trade and Development in Santiago in 1972. The prospects for cooperation between rich and poor nations seemed poor and new policies and instruments needed to considered if the interests of the rich and poor nations were not to become even more unbalanced in favour of the rich. The contributors to this volume consider what unexploited possibilities might be open to the less developed countries, both jointly and individually, in international affairs, which would generate a more equitable outcome. The issues addressed in these papers were, at the time of publication, of immediate relevance following the success of oil producing countries in revising prices, worldwide inflation, famine in the poorest countries, recession in industrial countries. Simultaneously, the less developed countries were declaring the need for a new international economic order, which this volume discusses.
