Book excerpt: 'The authors advance our understanding of the role of non-state actors in global governance. Not only do they empirically investigate the role of public–private – type 2 – partnerships systematically, they also critically consider their role in mitigating global governance deficits and their accountability in global governance.' – Peter M. Haas, University of Massachusetts Amherst, US The 2002 World Summit on Sustainable Development in Johannesburg is remembered mainly for the promotion of a novel form of global governance: the so-called 'partnerships for sustainable development'. This book provides a first authoritative assessment of partnerships for sustainable development, ten years after the Johannesburg Summit. The extensive research builds on a unique Global Sustainability Partnerships Database and a series of in-depth qualitative case studies. Key questions studied in this book include the overall effectiveness and influence of partnerships, their geographical, functional and organizational scope, and their legitimacy. This unique book systematically investigates the questions of emergence, influence and legitimacy, which will prove invaluable for scholars and students interested in global environmental governance and sustainability, public–private partnerships, sustainability at the UN level and environmental governance beyond international agreements and policies.

Book excerpt: The inaction of nation states and international bodies has posed significant risks to the environment. By contrast, cities are sites of action and innovation. In Sustainability, Citizen Participation, and City Governance, contributors researching in the areas of law, urban planning, geography, and philosophy identify approaches for tackling many of the most challenging environmental problems facing cities today. Sustainability, Citizen Participation, and City Governance facilitates two strands of dialogue about climate change. First, it integrates legal perspectives into policy debates about urban sustainability and governance, from which law has typically stood apart. Second, it brings case studies from Quebec into a rare conversation with examples drawn from elsewhere in Canada. The collection proposes humane and inclusive processes for arriving at effective policy outcomes. Some chapters examine governance mechanisms that reconcile clashes of incommensurable values and resolve conflicts about collective interests. Other chapters provide platforms for social movements that have faced obstacles to communicating to a broad public. The collection’s proposals respond to drastic changes in urban environments. Some changes are imminent. Others are upon us already. All threaten the present and future well-being of urban communities.

Available in PDF, EPUB and Kindle. Book excerpt: Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: The 1992 United Nations Conference on Environment and Development (UNCED) brought together almost every country in the world in an effort to have the global community commit itself to the goal of sustainable development. Among its major achievements was Agenda 21, an ambitious plan of action on 39 environment and development issues. The United Nations subsequently created the Commission on Sustainable Development (CSD) to monitor progress towards achievement of UNCED's goals. This report of Canada to the CSD summarizes the progress, lessons learned, and challenges in achieving the goals of sustainable development. It concentrates on the chapters and themes in Agenda 21 that will be discussed at the next session of the CSD. It attempts to isolate the major trends and themes in Canadian responses to each of those chapters. It also includes short summaries of recent developments in topics related to the sectoral chapters discussed during the latest session of the CSD.

Available in PDF, EPUB and Kindle. Book excerpt: The international community has long grappled with the issue of safeguarding the environment and encouraging sustainable development, often with little result. The 1992 Rio Declaration on Environment and Development was an emphatic attempt to address this issue, setting down 27 key principles for the international community to follow. These principles define the rights of people to sustainable development, and the responsibilities of states to safeguard the common environment. The Rio Declaration established that long term economic progress required a connection to environmental protection. It was designed as an authoritative and comprehensive statement of the principles of sustainable development law, an instrument to take stock of the past international and domestic practice, a guide for the design of new multilateral environmental regimes, and as a reference for litigation. This commentary provides an authoritative and comprehensive overview of the principles of the Declaration, written by over thirty inter-disciplinary contributors, including both leading practitioners and academics. Each principle is analysed in light of its origins and rationale. The book investigates each principle's travaux préparatoires setting out the main points of controversy and the position of different countries or groups. It analyses the scope and dimensions of each principle, providing an in-depth understanding of its legal effects, including whether it can be relied before a domestic or international court. It also assesses the impact of the principles on subsequent soft law and treaty development, as well as domestic and international jurisprudence. The authors demonstrate the ways in which the principles interact with each other, and finally provide a detailed analysis of the shortcomings and future potential of each principle. This book will be of vital importance to practitioners, scholars, and students of international environomental law and sustainable development.
