Book excerpt: A participacao da iniciativa particular, nas concessoes privadas, no saneamento basico no Brasil teve inicio em 1995, apos a desativacao do PLANASA - Plano Nacional de Saneamento, cuja atuacao representou um marco historico em nosso pais. Apos a sua desativacao, o saneamento basico ficou dependendo das empresas estaduais e dos servicos autonomos municipais, e na expectativa, ja por quase uma decada, de uma definicao institucional para o seu desenvolvimento. O objetivo geral desta dissertacao e diagnosticar a situacao do saneamento basico no Brasil, identificar as causas que contribuiram para a participacao do capital privado neste setor, e expor a situacao atual das concessoes privadas em operacao, nos servicos de abastecimento de agua e esgotamento sanitario no pais. A pesquisa tambem apresenta algumas experiencias internacionais de privatizacao do setor. Em sua conclusao considera, que o pais que o pais ainda apresenta indices elevados de doencas causadas pela deficiencia, ou pela inexistencia, de saneamento basico. Devido a carencia de recursos publicos, a dissertacao mostra o esforco que o governo esta fazendo para a participacao da iniciativa privada no setor, atraves das PPPs - Parcerias Publico-Privadas. Espera que o aumento dos investimentos no setor, traga como consequencia, a melhora dos indicadores sociais, como Indice de Condicao de Vida e o Indice de Dsenvolvimento Humano.(AU).

Book excerpt: A presente dissertação tem o objetivo de estudar algumas experiências de gestão do setor de saneamento, no Brasil e em três outros países, que permitam tipificar o padrão de gestão do setor privado no setor, assim como caracterizar a gestão pública setorial e pensar aperfeiçoamentos para o melhor desempenho do setor público de saneamento no Brasil. Foram selecionadas três experiências de gestão no Estado de São Paulo e três outros casos na França, Inglaterra e Argentina. Os casos estudados foram analisados na perspectiva de verificar quais as suas contribuições para o objetivo maior que é a universalização dos serviços de saneamento básico no país. No caso de experiência do setor público é importante ressaltar a necessidade de uma mudança no relacionamento com o setor privado, principalmente no que se refere aos fornecedores de produtos e serviços terceirizados. Além disso, existe a necessidade de controlar e reduzir as perdas dos sistemas de abastecimento de água. Outro ponto relevante é a participação do Ministério Público, que tem procurado estabelecer cronogramas adaptados à capacidade de investimento dos serviços de saneamento para o tratamento dos esgotos no estado de São Paulo. Dos casos nacionais e internacionais de gestão privada do saneamento, verificam-se as tendências de trabalhar com altos valores reais de tarifas e estabelecer uma drástica redução de custos com a operação dos serviços. Os ganhos provenientes dessa política acabam sendo distribuídos aos acionistas das empresas e os investimentos tendem a serem financiados com recursos públicos. Por fim, uma necessidade se faz imperativa: que é a de estabelecer mecanismos de planejamento e gestão do saneamento no Brasil para atingir a meta nacional de universalizar o acesso aos serviços de saneamento básico.
