It is abysmally underdeveloped having the largest share of illiterate and under-fed poor people living in subhuman habitats. Political Parties here are out to exploit the caste and communal factors around to pursue their brand of politics at the cost of the development of the state. This study attempts to focus on this neglected issue of Bihar politics as far as possible. The children of the early 1990s are grown up voters now. They are being conscious of their identity as also the class dynamics that was prevented to be unleashed so long. People are beginning to be disgruntled with the lack of roads, agro-based industries and electricity that prevented development and thus job creation in the state. It is doubtful whether the ruling parties would be able to rise to the occasion in the casteist landholder dominated state. The book attempts to address this problem. If the political economy is unattended for further long any combination of political forces that come to power would fail Bihar again. Old ideas in pragmatic shape are to be tried to contain the explosion of expectations of the newly conscious people particularly the younger lot. To explore methods for changing the economy of development in Bihar constitutes one of the objectives of the book. It may be useful for scholars, researchers and policy makers having interest in political economy of the state.

Book excerpt: Written Indian history begins in sixth century bc with the history of Magadh (present day states of Jharkhand and Bihar). For almost a millennium Magadh dominated Indian history. The situation changed when Islamicized Turks entered India. The Mughals who followed the Turks ensured Bihar's economic prosperity; Patna became the most important centre of Himalayan trade. European Companies visited Patna to obtain a variety of goods, local as well as Himalayan. In the mid-eighteenth century Bihar and Bengal fell into the hands of Englishmen. A new chapter began. At the turn of the nineteenth century, Industrial Revolution began in Britain. The East India Company stopped trading in textiles. Instead, they promoted cotton cultivation in order that cotton was available to British textile factories. They promoted cultivation of indigo, needed by the textile manufacturing factories coming up. Land revenue source of the government's prime income, was collected even when agricultural output suffered massively. The government took deep interest in opium production but paid the cultivators less than the market price. British interference in agricultural matters caused wide spread agrarian distress. Indian society encountered many socio-religious reform movements. Raja Rammohun Roy and Swami Dayanand were major proponents of the new order. Stress was laid on gender equality, women empowerment and the modern system of education. Institutions for training doctors, engineers and scientists were opened. As time progressed, by and large, Biharis accepted the changes. Eventually social reform movements turned into the freedom movement in which Biharis played a leading role. This comprehensive volume is indispensable for scholars working on Bihar and modern and medieval South Asia. Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform. Community-based policy solutions, new coalitions for policy reform, fresh approaches to the policy debate, innovative and consensus-oriented forms of deliberation, and effective use of research-based knowledge can all make positive contributions to Indian policy reform. The analyses and proposals presented in this study will be a valuable resource for policymakers and stakeholders concerned with the politics of agricultural development.

Book excerpt: This book presents a wealth of perspectives on studying the manufacturing end of food processing industries, with a special focus on regions with a low industrial base and multiple missing markets, institutional finance being the most prominent example. Positioning food processing within the industrial ecosystem, which includes entrepreneurs, policymakers, business consultants and associations, the study first considers three different trajectories: for developed economies, for national territories like India, and for sub-national regions like Bihar. In turn, it shows how these trajectories intertwine in two dimensions: the region and the sub-sector. Successfully completing food-processing projects in any of these trajectories requires the identification and development of appropriate product networks that link basic processed items with advanced ones through a chain of value addition. Moreover, the supply-side narrative presented here identifies two types of costs: physical and non-physical costs of operation. For trajectories with skewed firm sizes (“missing middle”) and missing markets, which can be found in Bihar, the latter costs matter just as much as the former in terms of entrepreneurship. While efficiency in operations is studied for selected sub-sectors in Bihar’s food processing to assess the main sources of inefficiency in minimizing the physical costs of operations, non-physical costs are studied using the construct of region-based counterfactual thinking (rCFT) and its relationship with the perception of risk for entrepreneurs. rCFT offers a new concept for understanding the mindset of the entrepreneur, in which the regional identity plays a significant role. The empirical content is based on a primary survey of food processing in Bihar. Additional policy questions, such as the choice between spatial collocation of food parks or cluster-based development of unique sub-sectors, are explored through an analysis of the policy network that supports entrepreneurship. Issues arising from the government’s policy choices, particularly vertically targeted industrial policies, can influence industrial outcomes and are particularly relevant for regions like Bihar. While policy evaluation for Bihar’s processed food industry yields insights on policy targeting for decision-makers in the government, examples of parallel narratives from global experiences in comparable regions shed new light on industrial development in processed food, which should be of interest to business practitioners, academic researchers and policymakers alike.
