Book excerpt: This paper evaluates a large-scale pilot program run by a company called OPOWER, previously known as Positive Energy, to mail home energy use reports to residential utility consumers. The reports include energy conservation information as well as social comparisons between a household's energy use and that of its neighbors. Using data from a randomized natural field experiment at 80,000 treatment and control households in Minnesota, I estimate that the monthly program reduces energy consumption by 1.9 to 2.0 percent relative to baseline. In a treatment arm receiving reports each quarter, the effects decay over the months between letters and increase again upon receipt of the next letter. I provide evidence to suggest that at least some of this effect is because consumers?attention is malleable and non-durable. I show that "profiling," or using a statistical decision rule to target the program at households whose observable characteristics predict larger treatment effects, could substantially improve cost effectiveness in future programs. The results provide additional evidence that non-price "nudges" can substantially affect consumer behavior. JEL Codes: C44, D03, L94, Q41. The consequent increase on prices and eventual shortages lead to a growing number of individuals who try to seek out ways to use energy more wisely. Nevertheless, the consumer's perception of energy conservation actions results are very inaccurate. Consumer oriented Energy Consumption Display have increasingly become an area of research and development, but there is still a need for investigation on its application in user-oriented products. In this document, we investigate how to develop, from a product and interaction design standpoint, appliances that will give feedback related to energy consumption. The study focused on one specific product, the room air conditioning. The goal was to provide information that would stimulate more efficient use of the air conditioner. Information from many fields informed the development of this product. It includes literature on: (a) the current technology related to air conditioner and other appliances, (b) usability issues, (c) products that already give feedback on consumption and (d) human behavior. Initial concepts were presented to focus groups, along with scenarios. The results from the generative research served as basis for a refined Product Requirements list. The final product includes the interface developed for the air conditioner and a few possible applications. The study generates material that can be applied to other products that consume energy in addition to the air conditioner used in the study. Consumers will not only make decisions on purchases based on efficiency but also change their habits so as to better conserve, bringing us closer to a sustainable energy use, if they are able to have consumption feedback on each appliance.

Action research includes experimental pilot deployment within a realworld system, continuously analyzing customers participating in their daily lives. The approach allows for simultaneous planning, execution, and evaluation, as well as concurrent development of major program changes, real-time solutions, and innovative responses. The Connecticut Neighbor to Neighbor Energy Challenge (N2N), in which my research was conducted, was designed to determine the minimum conditions necessary to administer cost-effective community and behavior-based energy efficiency programs. Customers in 14 small towns complete energy savings actions, such as efficient lighting, weatherization, and upgrades, like insulation, appliance upgrades, advanced air sealing, and renewable energy installations. N2N meets customers where they are already going (e.g., in the field) by partnering with local community groups, town governments, low income and senior organizations, faith communities, education facilities, and business organizations, and using social and earned media channels. I describe the N2N opportunity; program design, execution, and evaluation; primary behavioral research, especially the DOE Home Energy Score behavioral economics experiment; and the post-grant transition process. Four main pilot implementation components were used, including: lead generation using behavioral marketing, research, and outreach approaches; a technology platform closely tracking the customer; a continuous process of evaluation; and frequently published results dashboards. The research discovered gaps in program performance that will hinder meeting CT's long-term energy, efficiency, and carbon reduction goals. N2N is also finding evidence of increasing rates of upgrade uptake, where word of mouth and self-herding (e.g., where people follow past behavior) leads to action for others, as well as additional actions in individual households, respectively. The research finds two main recommendations for CT energy efficiency programs: 1) Continue to fund fast-paced, testing grounds for efficiency programs outside of current regulatory constraints to: inform program design and policy decisions, as well as direct market innovation, and 2) Use social and behavioral approaches to encourage viral spreading of efficiency uptake.

This study uses a natural field experiment with nearly 200,000 US households to explore whether a financial rewards program can complement such approaches. We observe strong impacts of the program, particularly amongst low-usage and low-variance households, customers who typically are less responsive to normative messaging. Our data thus suggest important policy complementarities between behavioral and financial incentives: whereas non-pecuniary interventions disproportionately affect intense users, financial incentives are able to substantially affect the low-user, "sticky households."

Book excerpt: With the deployment of smart grid technologies and Advanced Metering Infrastructure, demand side management via feedback is a subject of interest to utility companies and researchers for modeling consumer behavior. Home area devices, such as in-home displays and smart appliances, are being developed and implemented to achieve real-time feedback. Near real-time feedback provided via Advanced Metering Infrastructure is used to change the consumers’ electricity consumption behavior and to conserve scarce resources. Analyses on the effects of real-time feedback show improvements in energy conservation, but the improvements are not as expected. This is due to the fact that altering human behavior is not an easy task, and not all react in the same way to a similar feedback. Modeling consumer behavior helps to understand their reactions toward different types of feedback, and hence allows for the categorization of the feedback and its relevance to a specific consumer category. This research focuses on two main tasks: (1) modeling human behavior for residential electricity consumption, and (2) identifying different consumer behavioral categories and feedback sets for each consumer behavioral category. The first task addresses load profile (electricity consumption) data needed by electric utility companies for expansion planning, in view of the evolution of smart grid and distributed energy resource concepts. Conventional methods of collecting the load profile data, such as surveys and metering, are tedious and time-consuming activities. Consumer demand, as well as continuous technological evolution, contributes to rendering data obsolete in a short period of time. For these reasons, the conventional methods pose barriers for electric utility companies. In response, this research presents an innovative behavior model for generating electricity consumption load profiles. The model will be narrowed to focus on consumption-based decision-making that is related to human comfort and to the consumer’s state of mind. Based on fuzzy logic and activity graphs, the method requires minimum consumer data and can be easily updated to adapt to changes in technology. We demonstrate the accuracy of our model against real world data. The goal of the second task is to analyze behavior change by using a multi-agent-based system, in order to eventually improve energy consumption. Analyses of behavior change have been based on surveys or face-to-face interviews. These methods are inefficient and time consuming and do not always measure the impact on energy consumption, besides suffering from difficulties related to the sample size. Therefore, we propose a multi-agent-based system to study the effects of feedback on different types of consumers. An evaluation is performed on the factors that influence the changes in consumer behavior positively and negatively. Consumer categories are generated based on their behavioral responses to given feedback. The feedback methods that are most effective for each category are evaluated and identified.
