The overall purpose of the project is to explore the feasibility and desirability of creating and applying framework-based approaches to address consumer issues in the marketplace. Options are explored which would build on and complement, not replace, the current system of consumer law and policy. The report reviews the current system as well as experiences with consumer law and policy in other jurisdictions, and evaluates the current system with regard to fundamental principles and policy questions. Finally, options for future reform are set out, including supplementing the current system by enforcement, co-operation mechanisms, development of a national statutory framework, and development of national principles and guidelines.
