Meeting Critical Laboratory Needs for Animal Agriculture: Examination of Three Optionsdiscusses the laboratory infrastructure needed to effectively address the threat posed by animal and zoonotic diseases and analyzes three options for creating this infrastructure: building NBAF as currently designed, building a scaled-back version of the NBAF, or maintaining current research capabilities at Plum Island Animal Disease Center while leveraging biosafety level-4 large animal capabilities at foreign laboratories.

Evaluation of the Health and Safety Risks of the New USAMRIID High Containment Facilities at Fort Detrick, Maryland evaluates the health and safety aspects of the environmental impact statement developed to support the construction of the new laboratories and explores the institute's operating requirements, medical and emergency management response plans and communication and cooperation with the public. Ricketts (HTR) regional biocontainment laboratory (RBL) by the University of Chicago at the U.S. Department of Energy's (DOE's) Argonne National Laboratory in Argonne, Illinois. The HTR Laboratory (HTRL) would be constructed, owned, and operated by the University of Chicago on land leased to it by DOE. The preferred project site is located north of Eastwood Drive and west of Outer Circle Road and is near the biological sciences building. This environmental assessment addresses the potential environmental effects resulting from construction and operation of the proposed facility. The proposed project involves the construction of a research facility with a footprint up to approximately 44,000 ft{sup 2} (4,088 m{sup 2}). The proposed building would house research laboratories, including Biosafety Level 2 and 3 biocontainment space, animal research facilities, administrative offices, and building support areas. The NIH has identified a need for new facilities to support research on potential bioterrorism agents and emerging and re-emerging infectious diseases, to protect the nation from such threats to public health. This research requires specialized laboratory facilities that are designed, managed, and operated to protect laboratory workers and the surrounding community from accidental exposure to agents. The proposed HTRL would provide needed biocontainment space to researchers and promote the advancement of knowledge in the disciplines of biodefense and emerging and re-emerging infectious diseases. Several alternatives were considered for the location of the proposed facility, as well as a no action alternative. The preferred alternative includes the construction of a research facility, up to 44,000 ft{sup 2} (4,088 m{sup 2}), at Argonne National Laboratory, a secure government location. Potential impacts to natural and cultural resources have been evaluated in this document. The proposed activities would result in the conversion of approximately 4 acres (2 ha) of old field and open woodland for the proposed facility and landscaped areas. Impacts of the proposed project on the following resources would be minor or negligible: human health, socioeconomics, air quality, noise levels, water quality, waste management, land use, the visual environment, cultural resources, soils, terrestrial biota, wetlands or aquatic biota, threatened and endangered species, transportation, utilities and services, and environmental justice. This environmental assessment has been completed to satisfy the requirements of the National Environmental Policy Act of 1969 and has been prepared in accordance with NIH guidelines and in coordination with federal, state, and local agency requirements. On the basis of the results of this assessment, impacts to environmental resources from the proposed project would be minor or negligible, provided that the project is implemented in accordance with the impact avoidance and mitigation measures described herein.

Book excerpt: In 2003, the Boston University Medical Center (BUMC) was awarded a $128 million grant from the National Institutes of Health (NIH) to build one of two national maximum-containment laboratory facilities for pathogen research. The National Emerging Infectious Diseases Laboratories (NEIDL) are meant to support the National Institute of Allergy and Infectious Diseases' biodefense research agenda, conducting research to develop new approaches to treating, preventing, and diagnosing a variety of bacterial and viral diseases. The facility includes a biosafety level 4 (BSL-4) containment laboratory housed in a 192,000 square foot building. Although the NEIDL BSL-4 laboratory accounts for only 13 percent of the building's total space, it has been the source of virtually all of the community concern surrounding this project. The location of the facility on Albany Street in Boston's South End, which is an environmental justice community, has been controversial, and there have been numerous public meetings over the plans for the facility as well as three legal actions challenging the project. Continuing Assistance to the National Institutes of Health on Preparation of Additional Risk Assessments for the Boston University NEIDL, Phase 3, the fifth in a series of reports about the proposed facility, provides further technical input on the scope and design of any additional studies that may be needed to assess the risks associated with the siting and operation of the NEIDL. This report presents comments and questions on a "90 percent", or penultimate, draft of the revised risk assessment. According to the report, the "90 percent" draft of the risk assessment is a substantial improvement over past documents reviewed. Additionally, the report makes recommendations to improve the version that is ultimately prepared for public comment.
