Although Chile has gained political stability and grown economically, the ability of social policies to expand democratic governance and participation has proved limited, and in fact such policies have become subordinate to an elitist model of democracy and resulted in a restrictive form of citizen participation.

Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. Civil Society in the Global South seeks to redress this balance by offering diverse accounts of civil society from the global South, authored by scholars and researchers who are reflecting on their observations of civil society in their own countries. The countries studied in the volume range from across Africa, Latin America, Asia and the Middle East to give a rich account of how countries from the global south conceptualise and construct civil society. The book demonstrates how local conditions are often unsuited to the ideal type of civil society as delineated in Western values, for instance in cases where numerous political, racial and ethnic sub-groups are ‘fighting’ for autonomy. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. Much has been written about how decentralization has fostered democratization, but informal power relationships inherited from the past have complicated the ways in which citizens voice their concerns and have undermined the accountability of elected officials. In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”
