Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Book excerpt: The Burden-Sharing Dilemma examines the conditions under which the United States is willing and able to pressure its allies to assume more responsibility for their own defense. The United States has a mixed track record of encouraging allied burden-sharing—while it has succeeded or failed in some cases, it has declined to do so at all in others. This variation, Brian D. Blankenship argues, is because the United States tailors its burden-sharing pressure in accordance with two competing priorities: conserving its own resources and preserving influence in its alliances. Although burden-sharing enables great power patrons like the United States to lower alliance costs, it also empowers allies to resist patron influence. Blankenship identifies three factors that determine the severity of this burden-sharing dilemma and how it is managed: the latent military power of allies, the shared external threat environment, and the level of a patron's resource constraints. Through case studies of US alliances formed during the Cold War, he shows that a patron can mitigate the dilemma by combining assurances of protection with threats of abandonment and by exercising discretion in its burden-sharing pressure. Blankenship's findings dismantle assumptions that burden-sharing is always desirable but difficult to obtain. Patrons, as the book reveals, can in fact be reluctant to seek burden-sharing, and attempts to pass defense costs to allies can often be successful. At a time when skepticism of alliance benefits remains high and global power shifts threaten longstanding pacts, The Burden-Sharing Dilemma recalls and reconceives the value of burden-sharing and alliances.

Book excerpt: The EU and China are often characterised as parties whose bilateral political differences still remain too large to bridge, so that they have failed to convert rhetorical promises into tangible results of cooperation, particularly with regards to the field of international security. Yet in terms of their bilateral interaction on security risk management in Africa; EU and Chinese naval officers jointly brought down the number of successful Somali pirate attacks in the Gulf of Aden and to a lesser extent were jointly involved in seeking a resolution to the lingering conflict in Darfur. This book asks how we can make sense as a whole of this relatively sudden shift in regards to the dealings between their respective officials on the topic of security risk management. It argues that the outcomes of Sino-European bilateral dealings on this topic are above all determined by the ability/inability of these officials to build political trust as a complex and cognitive social phenomenon. Consequently, the book applies an innovative conceptual framework on political trust to explain why EU and Chinese officials bridged their ‘endemic’ political differences to practically cooperate on Somali piracy but were unable to do so when it came to their interaction on Darfur. To conclude, it examines the longer term impact of this bilateral trust-building process by covering more recent examples of bilateral engagement in Libya and Mali and aims to show that although this trust-building process may be case specific, ramifications may go beyond the realm of their bilateral dealings on security matters in Africa, to impact wider issues of international security. This text will be of key interest to scholars and students of African and Chinese politics, EU politics, security and maritime studies, and more broadly of international relations and to governmental actors.

Stephen Brooks and William Wohlforth overturn conventional wisdom by showing that in a unipolar system, where the United States is dominant in the scales of world power, the constraints featured in international relations theory are generally inapplicable. In fact, the authors argue that the U.S. will not soon lose its leadership position; rather, it stands before a twenty-year window of opportunity for reshaping the international system. Although American primacy in the world is unprecedented, analysts routinely stress the limited utility of such preeminence. The authors examine arguments from each of the main international relations theories--realism, institutionalism, constructivism, and liberalism. They also cover the four established external constraints on U.S. security policy--international institutions, economic interdependence, legitimacy, and balancing. The prevailing view is that these external constraints conspire to undermine the value of U.S. primacy, greatly restricting the range of security policies the country can pursue. Brooks and Wohlforth show that, in actuality, the international environment does not tightly constrain U.S. security policy. World Out of Balance underscores the need for an entirely new research agenda to better understand the contours of international politics and the United States' place in the world order.
